91908ws 891 HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting(work session) September 19,2008 The Harnett County Board of Commissioners met in special session on Friday, September 19, 2008, in the Human Resources Conference Room, County Administration Building, 102 East • Front Street, Lillington,North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill,Vice Chairman Dan B.Andrews Tim McNeill Gary House Staff present: Neil Emory, County Manager Wm.A. (Tony)Wilder,Assistant County Manager Kay S. Blanchard, Clerk to the Board John Rouse,Health Director Alice Powell,Parks&Recreation Director Guests: R. H. Ellington,Mayor,Town of Angier Coley Price,Town Manager,Angier Tim Joyce,YMCA Betsy Peterson,YMCA Johnson Tilghman, Chairman, Harnett Forward Together Committee Chairman Byrd called the meeting to order at 11:30 a.m. Mr.Rouse stated that due to much rain there has been an increase in mosquitoes. He reported • that two cases of Equine EEE have occurred in Harnett County this summer in late July. The animals were owned by the same individual and were located in the Dunn area. The first case involved a 10 year old miniature horse that was found dead. The second case involved a 5 year old quarter horse that had to be euthanized. Neither of these animals was vaccinated for WNV,EEE or Rabies. Mr.Rouse asked the Board to encourage citizens to have their animals vaccinated and to take measures to rid breeding places of mosquitoes such as outside water holding containers. Mr.Rouse shared guidelines to use when employing caterers,to guard against poorly handled food. In North Carolina it is illegal for anyone to prepare and serve food to the public without a permit. Caterers are required to have a permit and be inspected by the health department and are required to obey all restaurant requirements set forth by the state since they are preparing food for pay. Coley Price introduced Tim Joyce and Betsy Peterson,YMCA of the Triangle,who provided a powerpoint presentation and led a discussion regarding the possibility of a YMCA locating in Harnett County. Mr.Price praised Langley's Gymnastics program and the building owned by Joe Langley in Angier which would be suitable for a YMCA in addition to the gymnastics program. Mayor Ellington talked about how the improvements to the Angier Park is changing the quality of life for the citizens and how,with good leadership,the addition of a YMCA could further enhance the area. Johnson Tilghman, Chairman,Harnett Forward Together Committee, stated that HFTC can help create a finance package to purchase the Langley building.
