021508ws 669 HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting(work session) February 15, 2008 The Harnett County Board of Commissioners met in special session on Friday,February 15, 2008, in the Commissioners Conference Room, County Administration Building, 102 East Front Street,Lillington,North Carolina. • Members present: Teddy J.Byrd, Chaiunan Beatrice B.Hill,Vice Chairman Dan B.Andrews Tim McNeill Gary House Staff present: Neil Emory, County Manager Kay S.Blanchard, Clerk to the Board Guests: Frances Avery, candidate for commissioner Jim Burgin, candidate for commissioner Chairman Byrd called the meeting to order at 11:30 and called on Mr.Emory,who provided an overview of today's work session. John Rouse,Health Director,presented and discussed the State of the County's Health Report. Mr.Emory noted that he will present two requests for relief of interest on late tax payments at the Board meeting Monday evening. Chairman Byrd noted that in light of the questions asked by Jim Burgin and Frances Avery during the informal comments section of the last Board of Commissioners meeting regarding transfer of property by Harnett Forward Together Committee,he proposes that after filing closes,to have a joint meeting with the HFTC and invite all candidates for county commissioner so there can be a • clear understanding of HFTC's role in economic development in Harnett County. Chairman Byrd also noted that if there is an increase in the number of candidates at work sessions,they will be asked to see the appropriate presenter after the meeting to answer any questions. Mr. Emory asked the Board and visitors to move to the Commissioners Meeting Room to view a film comparing a fire in a house with a sprinkler system and a house without a sprinkler system. Gary Pope,Emergency Management Director,Jimmy Riddle,Fire Marshall and Jennifer Slusser, Staff Attorney answered questions and made comments regarding options for homeowners and developers for providing fire protection in Harnett County.
