071808wHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting (work session) July 18, 2008 The Harnett County Board of Commissioners met in special session on Friday, July 18, 2008, in the Commissioners Conference Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Tim McNeill Gary House Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Guest: Frances Avery, Commissioner Candidate Chairman Byrd called the meeting to order at 11:30 a.m. Mr. Emory updated the Board on the following items: - Work Force Development: Mr. Emory and Addie McLean, JobLink Director, met with Scott Sauer, Sampson County Manager and Jim Caldwell, Director, Mid-Carolina Council of Governments along with certain Mid-Carolina staff members to discuss issues regarding Work Force Development. At a later date, Mr. Emory and Mr. Sauer met with Roger Shakleford, NC Work Force Development in Raleigh. A meeting has been scheduled which will include Mr. Emory, Mr. Sauer, Mr. Caldwell and staff, and a representative from the State Work Force Development office. - Public Utilities projects: - Angier requests relief of interest payment owed to the County in association with its sewer project. - Right-of-way issues with Cumberland County property owners regarding Fort Bragg sewer project. - Library director position – Eight applications were received, three applicants will be interviewed. Cathy Clifton will serve as Interim Director. - Overhills property near Fort Bragg will be transferred to the county and use is restricted to educational purposes. - Emergency Medical Services has an issue with serving Linden Oaks military housing on Highway 87. Benhaven Rescue and Harnett County EMS are currently running all calls. When Linden Oaks gets their own ambulance there will need to be a mutual aid agreement between them and the County. There being no further business, the Harnett County Board of Commissioners work session adjourned at 1:00 p.m.
