012508rHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Reconvened Meeting January 25, 2008 The Harnett County Board of Commissioners met in a reconvened session on Friday, January 25, 2008, in the Commissioners Conference Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Tim McNeill Gary House Staff present: Neil Emory, County Manager Kay S. Blanchard, Clerk to the Board Lee Anne Nance, Economic Development Director Guests: Johnson Tilghman, Ch., Harnett Forward Together Committee Steve Reed, The Daily Record Candidates running for county commissioner: Frances Avery Jim Burgin Chairman Byrd noted that an item to be considered today was deleted from the consent agenda at the regular meeting, January 22, 2008: Resolution Authorizing Economic Infrastructure Grant Program. Chairman Byrd called on Ms. Nance and Mr. Tilghman to present and explain the proposed resolution. Ms. Nance presented the proposed resolution which authorizes a grant application to be submitted to the North Carolina Rural Economic Development Center (NCREDC or Rural Center). The pre-application was approved and the full application is due January 31. The funding will be used for infrastructure (water and sewer and roads) which is described as the Harnett Science and Technology Campus – Harnett Health Service Infrastructure Improvements Project. Mr. Tilghman stated that the Harnett Forward Together Committee is ready to move forward with development of the Brightwater Park and the hospital will be the cornerstone of the Park. He also noted that Harnett County will not spend any money on the obligation regarding the 20 acres of land associated with the hospital. The HFTC will fund that portion of the project. Commissioner McNeill moved to adopt the resolution to move forward with the Rural Center grant application. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 1) Mr. Emory discussed the following items as a follow-up to the Board’s Retreat: - Met with Jerry Blanchard regarding the Recycling Report which addresses possible use of co-mingle containers and receptacles for cardboard. - Hunting committee met to discuss hunting of deer with dogs - Financing for new schools - Volunteer Agriculture District Board creation and appointments - Group home specifications are complete. There being no further business, Commissioner McNeill moved to adjourn. Vice Chairman Hill seconded the motion and it passed unanimously. The Harnett County Board of Commissioners reconvened meeting, January 25, adjourned at 12:35 p.m.
