090319mHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting September 3, 2019 The Harnett County Board of Commissioners met in regular session on Tuesday, September 3, 2019, in the Commissioners Meeting Room, County Administration Building, 420 McKinney Parkway, Lillington, North Carolina. Members present: Gordon Springle, Chairman Howard Penny, Vice Chairman Mark B. Johnson, Commissioner Barbara McKoy, Commissioner Joe Miller, Commissioner Staff present: Paula Stewart, County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Margaret Regina Wheeler, Clerk Chairman Springle called the meeting to order at 9:00 am. Commissioner McKoy led the Pledge of Allegiance and invocation. Chairman Springle called for any additions or deletions to the published agenda. Mrs. Stewart requested to add for consideration 1) Harnett County Capital Projects Manager's request for approval of the guaranteed maximum price for the construction of the Harnett County Government Resource Center and Library, and 2) Harnett County Fire Marshal's request for approval of the Campbell University football games blanket fireworks permit application. Vice Chairman Penny moved to approve the agenda as amended. Commissioner Johnson seconded the motion that passed unanimously. Commissioner McKoy moved to approve items on the consent agenda. Harnett County Human Resources requested approval of the 2020 Holiday schedule. 4. Duke Energy requested ROW from the County to bring primary power to new customer at 162 Vann Lane. 5. The Harnett County Sheriff's Office requested approval to accept a Governor's Crime Commission grant of $12,000 to upgrade the panic buttons in the Harnett County Courthouse. There is not matching funds required. 6. Administration requested approval of the Harnett County FY 2020-2021 Budget Calendar. The Budget Calendar sets deadlines for certain aspects of the budget development process for the 2020-2021 fiscal year, including the Capital Improvements Program (CIP). 7. Administration requested approval of the Harnett County Capital Improvements Program Project Evaluation Form. This form establishes the criteria County staff will use in prioritizing requested capital projects beginning with the FY 2021-2026 Capital Improvements Program. Chairman Springle opened the floor for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. The following citizens addressed the Board: - Floyd Heins of 411 Rainey Drive in Spring Lake - Jason Butler of 3608 Bunting Drive in Raleigh Vice Chairman Penny moved to appoint Bill Tyson as the new Tax Administrator for Harnett County. Commissioner Johnson seconded the motion that passed unanimously. Chairman Springle administered Mr. Tyson's Oath of Office as Tax Administrator. Commissioner Miller moved to approve the appointments listed below. Commissioner McKoy seconded the motion that passed unanimously. Nursing Home Community Advisory Committee Robin Dawn America was appointed to on this committee for a term of one (1) year expiring September 30, 2020. Nonprofit Funding Committee Rebecca Putnam was appointed to serve on this committee as a District 4 representative for a term of three (3) years expiring September 30, 2022. Harnett County Capital Projects Manager Steve Ward requested approval of the guaranteed maximum price (GMP) of $21,899,044 for the construction of the Harnett County Government September 3, 2019 Regular Meeting Minutes Harnett County Board of Commissioners Page 3 of 4 Resource Center, Library, and DSS Project. Staff noted this approval would be contingent upon approval of the financing by the North Carolina Local Government Commission scheduled for consideration at their meeting on September 10, 2019. Bonds are planned to be sold on September 11, 2019 with a Notice to Proceed to Balfour -Beatty on the September 16, 2019. The construction timeline is 18 to 24 months depending upon conditions. Mr. Ward said a budget amendment for the cost increase would be forthcoming. Mr. Ward, as Director of Harnett Regional Water, also provided an update on hurricane preparations. He said he could not remember a time when Harnett County Public Utilities failed to provide water to citizens during a storm. Emergency Services Director Larry Smith provided a brief update on Hurricane Dorian. Mr. Smith requested approval of Campbell University's football games blanket fireworks permit application. Mr. Smith noted the Fire Marshal's Office will conduct an inspection the day of each of the fireworks discharge operations to provide final compliance inspection. Commissioner Miller moved to approve the fireworks permit application as presented. Commissioner McKoy seconded the motion that passed unanimously. Harnett County Communication Relations Coordinator Ashley Deans presented the Proclamation Announcing Keep Harnett Beautiful Initiative and Encouraging Harnett County Residents to Participate in Fall Litter Sweep. Ms. Deans also invited commissioners to attend the County's upcoming Litter Sweep on Friday, September 27, 2019 at 2:00 pm. Commissioner Johnson moved to approve the proclamation. Commissioner Miller seconded the motion, which passed unanimously. Mrs. Stewart reviewed upcoming meetings and invitations. Commissioners will discuss upcoming "Town Hall Meetings" and a response to the Shawtown community letter during their upcoming work session. Chairman Springle called for any new business. Commissioner Miller shared concerns that the old Benhaven School is being left wide open; doors and gates unlocked. Mr. Snow responded that the Board is waiting for a signed deed from the Board of Education. Discussions continued. Commissioner McKoy moved that the Board go into closed session for the following purpose: 1) To discuss certain economic development matters. This motion is made pursuant to N.C. General Statute Section 143-318.11 (a)(4). Vice Chairman Penny seconded the motion, which passed unanimously. Commissioner McKoy moved that the board come out of closed session.
