Harnett County Southern Pea Project The Hamett Co unty office of North Carolina Cooperativ e Extension Service wi ll purchase a pea sheller and mount the sheller on a trailer to be u sed at multiple farms in 2020. The equipment will provide an opportunity for former and current tobacco farmers to try a new crop and explore value added opportunities. Purpose: The purpose of the Hamett Southern Pea project is to make it easier and more cost efficient for current and former Harnett tobacco farmers to try growing a new crop (Southern Peas). Issues the Project Will Address : This project will address several problems that NC farmers are facing. The continual down tum of the NC tobacco industry combined with the extremely low commodity prices received for farm goods (com, cotton, wheat, soybeans, barley, oats, peanuts, tobacco, and sweet potatoes) has really hurt NC farmers over the last few years. North Carolina farmers need new profitable crops to grow. Southern Peas are a niche crop that can be profitable and are in high demand. The main reason that fresh market so uthern peas have not been grown 081319wsa HCBOC Page 4 on a larger scale in our area is because of the hand labor required to harvest them. Due to the large cutbacks in tobacco contract acreage in 2019, many farms are now looking for profitable ways to keep their farm labor busy prior to sweet potato harvest. Southern Peas is a crop that can help fill that void. Southern peas is a high value cash crop that may have the potential to help many NC farmers further diversify their farming operations and improve profits .. By helping farmers further develop fresh and fresh frozen southern pea markets , this project will help alleviate unemployment in the tobacco related sector. Other Pertinent Information: Southern peas are fairly easy to grow and do not require a lot of water due to the plants drought tolerant characteristics. Southern peas can produce well in low fertility, sandier textured soils found throughout Hamett County. As a bonus, they are a legume and fix nitrogen. Because of their ability to add nitrogen to the soil, southern peas make an excellent rotation crop providing fertility for other subsequent crops. Nutritionally, southern peas are a good source of protein and one of the best sources of dietary fiber available. They are also very high in folate, a form of B vitamin that is important in the prevention of anemia, cancer, and birth defects. In fact orange juice, which is often advertised as a good source of folate, has only about 10 percent of the amount of fol ate in a serving of southern peas. Successful Pea Farm Examples in other states: One southern pea farm in Texas produces peas on 2 ,000 acres. This one farm shipped one million pounds of peas to fresh and fresh-frozen markets in Texas, Oklahoma, Arkansas, and Louisiana in 2016. This project will also benefit local restaurants, grocery stores, and farmers markets. NC consumers will ultimately benefit from a better tasting, healthier, local food alternative. Age of Project: New Project for 2020 Major objectives (including partnership descriptions and definitions): Major Objectives: The goal of the Hamett Southern Pea Project is to make it easier and more cost efficient for Hamett tobacco farmers to grow and market a new crop. The mobile pea shelling equipment and trailer will be used by multiple farms in 2020. The use of the equipment will help each participating farmer develop their pea market. The Harnett County office of the North Carolina Cooperative Extension Service will host a Southern Pea Production Training for farmers in both 2020 and 2021. This will include farm visits to the demonstration farms. The pea shelling equipment will also be demonstrated at these trainings . Interested farmers will have the chance to meet and interact with existing pea producers to learn about crop management and marketing. Hamett County 4-H youth along with the help of Harnett County FCS agent will visit these farms as part of the Hamett County 4-H Farm to Fork Summer Program. 4-H youth will first visit the farms and see how food is grown and then they will travel back to the extension kitchen to learn how to cook fresh farm produce. Potential Impacts: This project will help former Hamett County tobacco farmers ease into the production and marketing of a new crop. Over a six year period southern pea production will increase in Hamett County from the eight acres reported by the Farm Service Agency in 2018 to more than 200 acres in 2026. One of the initial growers who will be participating in this project is already GAP certified to blanch and freeze the peas. This value added process will allow for pea sales year around. There is also a strong possibility that a grower cooperative can be formed to include growers from surrounding counties. Hamett County has farmers that need thi s equipment in order to try this new crop. Harnett County Extension already has experienced growers that are willing to participate in this project. Services provide transportation to JCI, senior centers, dialysis facilities, other medical appointments, grocery stores, and banks. EDT AP program application must be approved by a physician before funding can be used. Dial a Ride services are provided to any citizen of Hamett County. Citizens call our scheduling staff 48 hours in advance of their expected service needs, and staff determine if we have an availability. The majority of services provided under this source are transportation to work, grocery stores, and medical appointments when they don't qualify for funding programs. Ambulatory Medicaid (A0120 Non Wheelchair) Non-ambulatory (A0130 Wheelchair) transportation services are provided to any Hamett County citizen who is entitled to Medicaid. Schedules are forwarded to our office from DSS. Services mainly consist of medical appointment, and pharmacy pickups in county and surrounding counties. Central Carolina Community College (CCCC) $3.00 vouchers are purchased to transport citizens to CCCC in Hamett County and the Bell Academy located behind General Services. This is considered a DAR. 081319wsa HCBOC Page 12Agency Fare Type • Harnett County Board of Education (HCBOE), transportation services are provided to an employee to instruct specialty educational programs. HCBOE pays state rate for mileage for transportation. • Johnston County Industries (JCI), transportation services are provided to the Hamett County site. JCI received 5310 grant funding which we match with EDTAP funding. After JCI 5310 funds are depleted transportation is subsidized by EDT AP and local funding. • Sandhill's (PSR), we transport citizens to mental health, substance abuse and intellectual/development disability services. Transportation is funded by the facility. • Harnett County SAFE Program (SAFE), We provide transportation services to any citizen that we receive a request for from SAFE staff. Tickets are purchased at a $3.00 rate are used to gain access to transportation services. This is considered a DAR. • Division of the Blind (DOB), transportation is funded by the DOB, services include special trips for educational events, and on occasion general transportation in town. 081319wsa HCBOC Page 13• • • • • Agency Fare Type Council of Aging General (COAG), Program is open to any citizen who is over the age of 60. Services include trips to the bank, senior centers, senior games, grocery stores, home visits, and any other transportation not defined as medical in nature. This program is funded through the Mid-Carolina Community Care Block Grant. Council of Aging Medical (COAM), Program is open to any citizen who is over the age of 60. Services include medical transportation in County and Surrounding counties for medical purposes. This program is funded through the Mid-Carolina Community Care Block Grant. Disability Determination Services (DDS), is funded by DSS (Medicaid) for citizens in the process of disability determination for Medicaid. Parks and Recreation, transportation is provided to Parks and Recreation children for summer activity programs. Trips included were active and educational in nature and spread throughout the County. This is considered a DAR. This type of dialysis requires a special port to your blood vessels. Average yearly cost for treatment $72,000-$89,000. The costs differ based on special chemicals or vitamins needed during treatment. • Peritoneal dialysis-treatment using the lining of your abdomen, called your peritoneum, and a cleaning solution called dialysate to clean your blood. The majority of people who require this treatment do it in home. Average yearly cost $53,000. 081319wsa HCBOC Page 30 Re-Establishing Harnett-Cumberland County Boundaries Survey completed by NC Geodetic Survey which is a division of NC Emergency Management Contact: Ronald R. Harding, PLS, (919)733-3836, email: ron .harding@ncdps .gov NCGS will provide the survey at no cost to the county. On October 2, 2000, BOC approved the resurvey of the Harnett and Cumberland county line. On April 8, 2002, Roger Barnes from NCGS presented the results of the resurvey to Harnett County and Cumberland County staff. The project was never completed, so today August 13, 2019 we are asking permission from the Board to allow us to complete this project. A tentative schedule is listed below. Tentative Schedule 1. Harnett and Cumberland project managers meet to determine if both counties are in agreement of the preliminary report provided by NCGS. -July 11, 2019 -complete 2. Both Counties review data to determine preliminary acreage gain & loss -August 2, 2019 3. Both Counties update BOC's and get approval to move forward with the project -August 16, 2019 4. Harnett setup an on line app for both counties to view new lines and affected parcels -August 30, 2019 -co mplete 5. Both Counties (all affected departments) meet with NCGS to go over project so that all are informed -September 20, 2019 6. Setup a public meeting invite all affected property owners. Have both counties there to answer questions -October 25, 2019 -(Harnett can send out a joint letter and map) -Maybe have 2 meetings one near Anderson Creek and one near Erwin or Dunn 7. Have Legal departments create a resolution adopting the new line and the effective date. -January 31, 2020 8. NCGS set the monuments along the new line and record the approved survey in both counties -March 31, 2020 9. Both counties update GIS layers (parcels, roads, address points, Fire/EMS/Law, schools, elections, etc.) and Tax Data -June 30, 2020.
