091704w HARNETT COUNTY BOARD OF COMMISSIONERS Special Meeting (Workshop) September 17, 2004 The Harnett County Board of Commissioners met in special session on Friday, September 17, 2004, in the Personnel conference room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy 1. Byrd, Chairman Beatrice B. Hill, Vice Chairman Walt Titchener Tim McNeill Commissioner Dan B. Andrews was absent. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Rodney M. Tart, Director, Public Utilities Steve Ward, Assistant Director, Public Utilities Chairman Byrd called the meeting to order at 11 :30 a.m. and called on Rodney Tart. Mr. Tart and Mr. Ward discussed the public utilities department's "vision for the future" regarding development of public water and sewer systems throughout Harnett County. Chairman Byrd moved for the Board to go into closed session to discuss matters relating to the location or expansion of industries or other businesses in Harnett County; and to consult with and give instructions to counsel regarding a judicial action. This motion is made pursuant to N.C. General Statutes Section 143- 318.11(a)(4)&(3). Commissioner Hill seconded the motion and it passed unanimously. Commissioner McNeill moved for the Board to come out of closed session. Commissioner Titchener seconded the motion and it passed unanimously.
