07162004 HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting (work session) July 16, 2004 The Harnett County Board of Commissioners met in special session on Friday, July 16, 2004, in the Personnel conference room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Chairman Teddy J. Byrd was absent due to illness. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Steve Ward, Assistant Director, Public Utilities Vice Chairman Hill called the meeting to order at 11:30 a.m. Mr. Ward reviewed a proposed amendment to the “Ordinance to Require Connection to County Operated Sewer Collection Line.” The amendment would reduce the footage requirement that improved property is located from a sewer line from 500 feet to 300 feet and also make a distinction between a gravity sewer line and a forcemain. The amendment to the ordinance will be considered at a future meeting. At the commissioners’ request, Mr. Ward and Mr. Emory provided an update on the following matters: -Lift station at Dr. Catherine Evans property -Bio-terrorism preparation at public utilities -Old water and sewer lines in the Cedar Grove community In other business, Mr. Emory led a discussion of the following items: 1. Johnsonville nutrition site is open. Ralph Thurman, Transportation Department, is working on possibility of providing transportation for citizens. 2. Meeting with Angier fire chief and board member regarding providing rescue in the Angier area was positive. 3. Harnett Production Enterprises is operating smoothly. 4. Tax Department has newly installed software. Collections are up to 95 per cent. 5. The Head Start program is ready to move in at the Shawtown facility. 6. Ellen Gause has retired as director of the Southeastern Economic Development Commission after 32 years. In a letter to the County Manager she expressed concerns regarding the future of the organization and the actions of some board members. 7. Possibility of dedicating a section of road in memory of Deputy John Strickland instead of renaming the whole road. 8. Process of the merger of mental health programs is progressing. Proposed contracts might be ready as early as August. 9. Appraisals will be done soon on excess county property to be disposed of. Mr. Wilder briefed the Board on the following items: 1. Agreement with Lee County for disposal of dog carcasses. 2. Meetings with all affected property owners regarding purchase of land for Airport use. Mr. Emory reviewed the latest Town of Lillington ETJ map.
