07022004 HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting (work session) July 2, 2004 The Harnett County Board of Commissioners met in special session on Friday, July 2, 2004, in the Personnel conference room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Chairman Teddy J. Byrd and Commissioner Walt Titchener were absent. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Jerry T. Blanchard, General Services Manager Ralph Thurman, Transportation Manager Vice Chairman Hill called the meeting to order at 11:30 a.m. Ralph Thurman and Jerry Blanchard presented a power point presentation on Harnett County’s transportation program (H.A.R.T.S.). In other business, Mr. Emory led a discussion of the following items: 1. Harnett County EMS is covering Angier after the Angier-Black River Rescue Squad Board of Directors discontinued services of the rescue squad. 2. Johnston County Industries is operating in the HPE facility and the program is managed by Phyllis Clayton, former HPE Director. 3. Mr. Emory had a positive meeting with Sandhills Center and Lee-Harnett Mental Health to discuss merger of the Lee-Harnett Area Authority into the Sandhills Center. 4. Request from Central Carolina Community College staff at Shawtown for the County to provide air conditioning for the Shawtown gymnasium. 5. Mr. Emory will meet with a group next week to begin planning for the County’s th 150 Anniversary celebration. 6. Ellen Gauze, former Executive Director, has retired from Eastern Economic Development office. 7. The architectural survey of Harnett County is complete and the results will be presented to the Board.
