Erwin Waste Water Improvements Project 2006ERWIN WASTE WATER IMPROVEMENTS PROJECT
BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina, sitting as the
governing board of Harnett County.
Section I. This project consists of converting the existing Erwin Waste Water Treatment Plant into a
2,800 gallon per minute regional pumping station to transport the waste from the Town of Erwin to the
North Harnett Regional Waste Water Treatment Plant. It also consists of the construction of
approximately 12 miles of 16 inch force main which will cross the Cape Fear and Little Rivers and
continue up Titan Roberts and Ross Roads to the existing regional plant. This project will also consist of
major collection system repairs to the existing Town of Erwin's system to help alleviate inflow and
infiltration problems.
Section II. This project will be funded from Revenue Bonds, NC High Unit Cost Grant, NC State
Revolving Loan, NC Rural Center Grant, an Interfund Transfer from Public Utilities, and a Clean Water
Management Trust Fund Grant. The Interfund Transfer received from Public Utilities will provide the
project with startup funding until other revenue sources are received. A portion of this Interfund Transfer
will be repaid to Public Utilities upon receipt of grant funding.
