(CityScape), as telecommunications consultant for the County, has considered the application provided by SBA Communications Corporation, on behalf of Sprint (“Applicant”) to upgrade equipment on an existing, two hundred fifty (250) foot self-supporting lattice tower. The existing tower has an antenna corral mounted at the top where the antennas protrude above the top of the tower. There is also a lighting rod shown. The actual overall height is not depicted on the drawings but estimated to be 258 feet. The structure is owned by SBA and is located at 696 Claude-White Road, Lemon Springs, North Carolina. It is registered with the FCC (ASRN:1065717) and is lighted per FAA regulations. Currently, the Applicant has three (3) panel antennas and six (6) RRUs at the two hundred fifty (250) foot level. It is proposed to replace the antenna mounts and relocate the existing equipment to these new, stronger mounts. Three (3) new antennas and three (3) RRUs will be added as well. A new single (1) hybrid feed cable will be added to the existing three (3) hybrid cables. The Applicant provided the necessary FCC compliance statements regarding interference to other radio services and safeguards to human exposure of radio frequency energy in a previous letter dated, July 27, 2012. The Applicant provided a structural analysis, prepared by Tower Engineering Solutions, dated February 12, 2018. The study states the proposed loading on the tower will be 101.5% (105% maximum) and the foundation 89.0% (110% maximum). To qualify for the Middle-Class Tax Relief and Job Creation Act of 2012 a service provider cannot increase the height or girth of the support structure more than 10% or 20 feet, whichever is greater, and under NC Law, the ground compound can be expanded up to 2,500 square feet. Neither is applicable in this situation. Therefore, the proposed changes qualify for streamlined processing at staff level.
