DRB FlyerDevelopment Review Board
What
The County Commissioners adopted a Development Review Board (DRB) that began in January 2007.
The DRB is the approval authority for the following uses: Major Subdivisions (Preliminary and Final stages), Commercial Site Plans in the Highway Corridor Overlay District, Multifamily
Developments, and Attached Single Family Developments (townhomes).
Who
The DRB has 2 different types of members, general and advisory. The following Harnett County Departments are general members: E-911, Environmental Health, Fire Marshall, Public Utilities,
and Planning. General members review and vote on every application. Each member (department) has one vote on the DRB. All 5 members must vote to approve an application.
Advisory members review plans as necessary and are non-voting. Advisory members include: Harnett County Board of Education, Harnett County Parks and Recreation, NC Department of Transportation,
NC Department of Environment and Natural Resources, and others as needed.
When & Where
The DRB meets on the second Wednesday of every month. These meetings are at 9:00AM in the County Commissioners Meeting Room in the County Administration Building. Applicants should plan
to attend these meetings if you have filed an application and it is the first time being heard. It is recommended but not mandatory that an application be represented at these meetings.

Why
The DRB reviews and votes on all applications. This delivers a more cohesive and productive application process. Applicants and staff will have much more direct interaction, ideally,
avoiding the need for ‘back and forth’ between applicant and staff prior to DRB review.
This process may expedite applications, however that is not the intent of the DRB. The speed of this process typically relies on the resubmittal of revisions.
How
To be considered for approval, an application must receive an “Approve” or “Approve with Conditions” vote from each member. Be advised, most applications will not pass initial review
by the DRB and receive a clear “Approval” as there are in general some corrections on every project.
Applications that are not approved initially may be resubmitted as necessary and will go to the DRB in accordance with the meeting and submittal schedule.
