Dear Mr. Sikes,
At your request, on behalf of Harnett County, North Carolina (County), CityScape Consultants,
Inc. (CityScape), in its capacity as telecommunications consultant for the County, has considered the merits
of an application provided by Smartlink on behalf of AT&T Wireless (Applicant) to modify equipment on
an existing, three hundred (300) foot guyed tower. It is owned by American Tower Corporation and is
located at 174 Brinkley Hill Lane, Cameron. The tower is registered with the FCC (1055567) and is dual
lighted (white strobe daytime and red flashing nighttime) as required by the FAA.
Currently, the Applicant has twelve (12) panel antennas (4 per sector), nine (9) RRUs, three (3)
TMAs and two (2) surge suppressors at the two hundred ninety-eight (298) foot level. It is proposed to
modify the Gamma sector mount, replace three (3) antennas and add three (3) RRUs.
The Applicant provided a structural analysis, prepared by the tower owner, dated January 19, 2018,
based on ANSI/TIA-222G, Class II and Category B. This analysis indicates that the tower will be loaded
to 104% and the foundation 76%, with the limits being 105% and 110%, respectively.
The Applicant provided compliance regarding interference to other radio services and human
exposure of radio frequency energy in a previous letter dated April 22, 2013.
To qualify for the Middle-Class Tax Relief and Job Creation Act of 2012 a service provider cannot
increase the height of the support structure more than 10% or 20 feet, the girth of the structure by 20 feet,
whichever is greater, and under NC Law, the ground compound can be expanded up to 2,500 square feet.
Neither is applicable in this situation. Therefore, the proposed changes qualify for streamlined processing
at staff level. CityScape recommends this application for approval.
