Palmetto Park Road #15-652 Boca Raton, FL 33433-3483 Tel: 877.438.2851 Fax: 877.220.4593 April 25, 2018 Mr. Jay Sikes Planning, Central Permitting & Inspections 108 East Front Street Lillington, NC 27546 RE: Harnett County / 18-50043667 / Verizon Wireless / 169274 Dear Mr. Sikes, At your request, on behalf of the County of Harnett, North Carolina (County), CityScape Consultants, Inc. (CityScape), as telecommunications consultant for the County, has considered the application provided by Blue Wave Deployment for Verizon Wireless (Applicant) to replace equipment on an existing, two hundred eighty-eight (288) foot guyed tower. Another carrier’s mounting corral is located near the top of the tower and the resulting antennas extend above the top to an overall height of 294 feet. The structure is owned by American Tower Corporation and is located at 5091 NC 210 South, Bunnlevel, North Carolina. Currently, the Applicant has twelve (12) panel antennas and six (6) RRUs at the two hundred forty- five (245) foot level. It is proposed to remove nine (9) antennas and six (6) RRUs and add six (6) new antennas, twelve (12) RRUs and three (3) surge suppressors. Six (6) new hybrid feed lines will replace six (6) coaxial feed lines. The remaining six (6) coaxial feed lines will remain. The Applicant provided the necessary FCC compliance statements regarding interference to other radio services and safeguards to human exposure of radio frequency energy in a previous letter submitted with its 2013 equipment modification application. The Applicant also provided a structural summary by American Tower Corporation, dated February 23, 2018, based on ANSI/TIA-222-G, Class II and exposure category “C” standards. The report states that the tower with the existing and proposed equipment will be loaded to 102% while the foundation will be 76%. Both of these values are within the maximum limits of 105% and 110%, respectively. To qualify for the Middle-Class Tax Relief and Job Creation Act of 2012 a service provider cannot increase the height or girth of the support structure more than 10% or 20 feet, whichever is greater, and under NC Law, the ground compound can be expanded up to 2,500 square feet. Neither is applicable in this situation. Therefore, the proposed changes qualify for streamlined processing at staff level. CityScape recommends this application for approval.
