Palmetto Park Road #15-652 Boca Raton, FL 33433-3483 Tel: 877.438.2851 Fax: 877.220.4593 March 28, 2018 Mr. Jay Sikes Planning, Central Permitting & Inspections 108 East Front Street Lillington, NC 27546 RE: Harnett County / AT&T Mobility / 368-422 Dear Mr. Sikes, At your request, on behalf of the County of Harnett, North Carolina (County), CityScape Consultants, Inc. (CityScape), as telecommunications consultant for the County, has considered the application provided by AT&T Mobility (Applicant) to replace equipment on an existing, one hundred forty-seven (147) foot self-supporting water tank. The mounting corral is located near the top of the tank and the resulting antennas extend above the top. The structure is owned by Utility Service Communications, and is located at 6792 Overhills Road, Spring Lake, North Carolina. Currently, the Applicant has nine (9) panel antennas, twelve (12) RRUs, six (6) TMAs and six (6) surge suppressors at the one hundred forty-four (144) foot level. It is proposed to replace three (3) antennas, add six (6) RRUs and remove three (3) surge suppressors. Two new fiber feed lines and one DC power cables will be added to the existing lines. The Applicant provided the necessary FCC compliance statements regarding interference to other radio services and safeguards to human exposure of radio frequency energy in a previous letter dated, April 17, 2014. The Applicant also provided a structural summary by HEI, Inc., dated February 19, 2018, that states the tank and its foundation will not exceed capacity. The tank loading will remain at 63%, due to the replacement of equipment and lack of significant increase in equipment. To qualify for the Middle-Class Tax Relief and Job Creation Act of 2012 a service provider cannot increase the height or girth of the support structure more than 10% or 20 feet, whichever is greater, and under NC Law, the ground compound can be expanded up to 2,500 square feet. Neither is applicable in this situation. Therefore, the proposed changes qualify for streamlined processing at staff level. CityScape recommends this application for approval.
