Dear Mr. Sikes,
At your request, on behalf of the County of Harnett, North Carolina (County), CityScape
Consultants, Inc. (CityScape), as telecommunications consultant for the County, has considered
the application provided by Blue Wave Deployment on behalf of Sprint (Applicant) to upgrade
equipment on an existing, three hundred (300) foot (301 feet to highest appurtenance) guyed tower.
The structure is owned by American Tower Corporation, and is located at 503 Calvary Church
Road, Sanford, North Carolina. It is registered with the FCC (ASRN:10528488) as a 311-foot tall
structure and is lighted as required by the FAA.
Currently, the Applicant has three (3) panel antennas and six (6) RRHs at the two hundred
eighty-two (282) foot level. It is proposed to add three (3) antennas and three (3) RRUs. One
hybrid feed line will be added to the existing three lines.
The Applicant provided the necessary FCC compliance statements regarding interference
to other radio services and safeguards to human exposure of radio frequency energy in two
previous letters, both dated June 22, 2012.

The Applicant also provided a structural summary by American Tower Corporation, dated
February 20, 2018, that states the tower will not exceed capacity. With the addition of three (3)
antennas and RRU’s and the previous loading at less than 83%, the new tower loading is not a
concern. These changes would increase the loading by approximately 5-15%. With the tower
closer to capacity, any future upgrades should require a full study to determine the exact loading.
To qualify for the Middle-Class Tax Relief and Job Creation Act of 2012 a service provider
cannot increase the height or girth of the support structure more than 10% or 20 feet, whichever is
greater, and under NC Law, the ground compound can be expanded up to 2,500 square feet.
Neither is applicable in this situation. Therefore, the proposed changes qualify for streamlined
processing at staff level. CityScape recommends this application for approval.
