Palmetto Park Road #15-652 Boca Raton, FL 33433-3483 Tel: 877.438.2851 Fax: 877.220.4593 November 22, 2017 Mr. Jay Sikes Planning, Central Permitting & Inspections 108 East Front Street Lillington, NC 27546 RE: Harnett County / #17-500-42741 AT&T Mobility / 368-215 Dear Mr. Sikes, At your request, on behalf of the County of Harnett, North Carolina (“County”), CityScape Consultants, Inc. (“CityScape”), as telecommunications consultant for the County, has considered the application provided by AT&T Mobility (“Applicant”) to upgrade equipment on an existing, two hundred eighty-eight (288) foot guyed tower. The structure is owned by American Tower Corporation, and is located at 5091 NC 210, Bunnlevel, North Carolina and is lighted, as required by the FAA. Currently, the Applicant has nine (9) panel antennas and six (6) TMAs, three (3) RRUs and a surge suppressor at the two hundred ninety (290) foot level. The mounting corral is located near the top of the tower and the resulting antennas extend above the top of the tower. It is proposed to replace three (3) antennas and add three (3) RRUs. The existing mounts will be reconfigured to permit new azimuths for the antennas and the existing three (3) RRUs (A1, B1 & C1) will be relocated to make room for the new ones, even though Sheet C-2B does not show this change. The existing feed lines will remain. The Applicant provided the necessary FCC compliance statements regarding interference to other radio services and safeguards to human exposure of radio frequency energy in previous letters dated, October 17, 2012. The Applicant also provided a structural summary by American Tower Corporation, dated October 13, 2017, that states the tower will not exceed capacity. With only the addition of three (3) RRU’s, tower loading is not a concern. It is also noted that the equipment list shown for the analysis includes both the six (6) existing antennas and the three (3) new ones, or nine (9) total antennas. Thus, it is a conservative analysis. To qualify for the Middle-Class Tax Relief and Job Creation Act of 2012 a service provider cannot increase the height or girth of the support structure more than 10% or 20 feet, whichever is greater, and under NC Law, the ground compound can be expanded up to 2,500 square feet. Neither is applicable in this situation. Therefore, the proposed changes qualify for streamlined processing at staff level.
