100217mHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting October 2, 2017 The Harnett County Board of Commissioners met in regular session on Monday, October 2, 2017, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Ellington, North Carolina. Members present: Staff present: Gordon Springle, Chairman Joe Miller, Vice Chairman Barbara McKoy, Commissioner Abe Elmore, Commissioner Howard Penny, Commissioner Joseph Jeffries, County Manager Paula Stewart, Deputy County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Margaret Regina Wheeler, Clerk Chairman Springle called the meeting to order at 9:00 am. Vice Chairman Miller led the Pledge of Allegiance and invocation. Chairman Springle called for additions or deletions to the published agenda. Vice Chairman Miller moved to approve the agenda as published. Commissioner Elmore seconded the motion, which passed unanimously. Commissioner Elmore moved to approve the following items listed on the consent agenda. Commissioner McKoy seconded the motion, which passed unanimously. 1. Minutes: September 18, 2017 Regular Meeting 2. Budget Amendments: 84 Sheriff's Office Code 110-0000-331.51-33 2015 Edward Byrne Grant 110-0000-399.00-00 Fund Balance Appropriated 13,074 increase 13,074 decrease 3. Administration requested approval of a land lease agreement between the County of Harnett and Johnston -Lee -Harnett Community Action, Inc. to allow the organization to lease land at the former Shawtown School campus for the purposes of locating two modular units to operate their HeadStart program. The five-year lease will run from the date of adoption until October 1, 2022, and will require Johnston -Lee -Harnett Community Action, Inc. to pay the County $1 per year. Administration requested approval of a lease agreement between the County of Harnett and Town of Lillington for the property at 108 East Front Street, Lillington. The lease agreement would allow Harnett County Development Services to remain in their current location at 108 East Front Street, Lillington, at the cost of $1 per year until the County makes renovations to accommodate the department in the Harnett County Government Complex. 5. Administration requested approval of an agreement between the County of Harnett and Town of Lillington concerning the properties at 420 McKinney Parkway, Lillington, and 125 Alexander Drive, Lillington. Per the agreement, the County and Town will enter into a shared driveway/parking lot maintenance agreement between the two properties, the Town will allow Harnett County Emergency Services to a portion of the property at 125 Alexander Drive as a backup Emergency Operations Center, and the Town will grant the County right of first refusal for the property at 125 Alexander Drive. Chairman Springle opened the floor for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. - Cris Nystrom of 391 Center Lane in Bunn Level addressed the board. Chairman Springle recognized Marty Clayton with Duke Energy. Vice Chairman Miller moved to approve the appointments listed below. Commissioner McKoy seconded the motion, which passed unanimously. HARNETT COUNTY COUNCIL FOR WOMEN Tracy Ann Berry and Maggie Morgan were appointed to serve on this council for a term of three years expiring October 31, 2020. NURSING HOME COMMUNITY ADVISORY COMMITTEE Von McNeil was appointed to serve on this committee for a term of one year expiring October 31, 2018. Mr. Jeffries presented the following: - Harnett County Financial Summary Report — August, 2017 - Sales Tax Analysis by Article — June 2017 Mr. Jeffries noted we currently have an unaudited fund balance of 25.39 percent; it was previously 23.4 percent. Mrs. Honeycutt noted as of June 2017 total sales tax collected is $24.9 Million compared to $18.1 Million last year. She said the increase is due to the sales tax expansion that she said has leveled out. Mrs. Honeycutt said staff is setting that money aside to fund future projects.
