Dear Mr. Sikes,
At your request, on behalf of the County of Harnett, North Carolina (“County”), CityScape
Consultants, Inc. (“CityScape”), as telecommunications consultant for the County, has considered the
application provided by TPG Wireless, on behalf of AT&T (“Applicant”) to upgrade equipment on an
existing, three hundred (300) foot self-supporting monopole tower. The structure is owned by CCATT
LLC, and is located at 1408 Spring Hill Church Road, Lillington, North Carolina. Because it exceeds 200
feet in height, it is required to be lighted by the FAA.
Currently, the Applicant has nine (9) panel antennas, nine (9) RRU-11s, six (6) TMAs and a surge
suppressor at the two hundred ninety-eight (298) foot level. It is proposed to replace the antenna mounting
brackets, replace three (3) antennas, add three (3) RRUs and add another surge suppressor. The remaining
existing equipment will be relocated to the new mounts. Two new DC power lines will be added to the
existing twelve (12) coaxial lines, existing fiber line, existing DC power line and existing remote tilt control
line. The proposed changes will improve the LTE experience for AT&T customers in the nearby area.
The Applicant provided the necessary FCC compliance statements regarding interference to other
radio services and safeguards to human exposure of radio frequency energy in a letter dated, September 21,
2017. The Applicant also provided a structural analysis by Paul J. Ford & Company, dated September 5,
2017 that assumes exposure category C. The additions will increase the tower loading to 103.2% (105%
maximum) and foundation loading to 80.8% (110% maximum). Both of these values are compliant.
To qualify for the Middle-Class Tax Relief and Job Creation Act of 2012 a service provider cannot
increase the height or girth of the support structure more than 10% or 20 feet, whichever is greater, and
under NC Law, the ground compound can be expanded up to 2,500 square feet. Neither is applicable in
this situation. Therefore, the proposed changes qualify for streamlined processing at staff level. CityScape
recommends this application for approval
