Palmetto Park Road #15-652 Boca Raton, FL 33433-3483 Tel: 877.438.2851 Fax: 877.220.4593 July 20, 2017 Mr. Jay Sikes Planning, Central Permitting & Inspections 108 East Front Street Lillington, NC 27546 RE: Harnett County / #17-50041533 T-Mobile Dear Mr. Sikes, At your request, on behalf of the County of Harnett, North Carolina (“County”), CityScape Consultants, Inc. (“CityScape”), as telecommunications consultant for the County, has considered the application provided by Blue Wave Deployment, on behalf of T-Mobile (“Applicant”) to upgrade equipment on an existing, one hundred seventy-six (176) foot self-supporting lattice tower. The structure is owned by American Tower Corporation and is located at 14180 NC 210 South, Spring Lake, North Carolina. Currently, the Applicant has twelve (12) panel antennas and twelve (12) TMAs at the one hundred sixty (160) foot level. It is proposed to replace all of this equipment with three (3) new antennas and three (3) new TMAs. The existing six (6) coaxial feed lines will be replaced with a single hybrid fiber cable. The Applicant provided a structural analysis prepared by American Tower Corporation, dated April 26, 2017, based on ANSI/TIA-222G, Class 2 and exposure B standards. The report indicates the tower will have a stress rating of 77% (105% max) and the base/foundation 73% (110% max). This is a reduction in the current loading, but expected with the reduction in equipment proposed. No construction drawings were provided with the application, so the equipment listed in the structural analysis was used to determine the scope of the project. In addition, no FCC compliance statements were included, either. CityScape does not have any previous compliance letters on file for T-Mobile at this site that could be used. Harnett County - #17-50041075 AT&T Mobility – 368-295 Page 2 Typically, CityScape would ask for these documents before completing our review, but in light of the amount of time this review has been pending and in order to avoid any delay in County approval, we are satisfied with recommending approval, with a few conditions: 1. Applicant shall provide the necessary FCC compliance statements regarding interference to other radio services and safeguards to human exposure of radio frequency energy in a letter; and, 2. Applicant shall confirm that the T-Mobile equipment listed on the structural analysis (also summarized above) is indeed what is being removed/installed; and, 3. Applicant shall confirm that no changes will be made outside the fenced ground compound, beyond 2,500 square feet. To qualify for the Middle-Class Tax Relief and Job Creation Act of 2012 a service provider cannot increase the height or girth of the support structure more than 10% or 20 feet, whichever is greater, and under NC Law, the ground compound can be expanded up to 2,500 square feet. If the above conditions #2 and #3 are both met, then proposed changes would qualify for streamlined processing at staff level.
