Appendix 3 – Campbell University Development Plan STORMWATER DRAINAGE NARRATIVE Campbell University Admissions Building Buies Creek, NORTH CAROLINA EXECUTIVE SUMMARY These calculations have been prepared specifically to address the North Carolina Department of Environmental Quality (NCDEQ) for the proposed Campbell University Admissions Building. Site Information The Campbell University Admissions Building site located at the southern end of TT Lanier Street. The existing site is comprised of a small parking lot and an open grassed area. The proposed building will be an admissions building that will have approximately 1.08 acres of disturbed area. The site lies within the Cape Fear Basin and drains to Buies Creek. Per FEMA FIRMs 3720066000J, there is no 100-year floodplain on this site. The USDA Survey Map indicates the soils on site consist of Norfolk-Urban land complex. The disturbed area for the project is approximate 47,400 square feet (1.08 acres) with that includes 46,548 square feet of proposed impervious area to be added and 1,264 square feet of existing impervious being removed. The total new site impervious is 39,729 square feet. The site lies within the Cape Fear River basin and drains to Buies Creek. Per FEMA FIRMs 3720066000J, there is no mapped 100- year floodplain on this site. Per the U.S. Department of Agriculture Survey Map, the soil consists of Norfolk-Urban land complex. Proposed Improvements The proposed development on the site will include the construction of an approximately 3 story, 15,605 square foot admissions office building with associated parking and pedestrian sidewalks. This will include 39,729 square feet total of proposed, new impervious (building, asphalt paving, and walks). Resulting in an increase of 69.80 acres existing campus impervious to 70.71 acres proposed campus impervious with all the proposed improvements. Design Procedure Stormwater control measures were designed to meet Harnett County UDO Article X, Section 2 requirements. The site meets the stormwater control requirements since the total impervious for the campus (14.44%) is less than the approved 36% as outlined in the Campbell University Development Plan 2013-0402 dated January 2013 provided by Surface 678. Of that fi gure approximately 1,911 students are living on campus and 2,435 commute to class on a regular basis. The student body is currently served by 803 full-time faculty and staff members. There is currently over 1,654,614 million square feet of building space in over 133 structures on the Campbell University campus. Existing campus buildings, current roads, parking facilities and pedestrian walks are indicated on the Existing Conditions map. For purposes of this Development Plan, a 489.64 acre area of Campbell University-owned property has been designated as being within the campus boundary. The Development Plan for Campbell University described in this packet depicts a physical growth plan that responds to an anticipated increase in student enroll- ment and academic programs. The Plan illustrates expansion of academic buildings, athletic facilities, parking, pedestrian ways and general campus improve- ments planned for construction over the next ten years and beyond. The campus is served directly by a combination of state maintained roads that defi ne the perimeter of the core academic area: • Leslie Campbell Avenue (SR 2084) • Main Street (SR 1532) • Burt Street (SR 1569) • Dr. McKoy Road (SR 1572) • T.T. Lanier Street (SR 1525) These roads form a circuit that collectively function as the perimeter vehicular circulation route, providing adequate fl exibility, access and egress to campus and generally protect the interior campus core from excessive vehicular traffi c. An additional state road, Gregory Circle (SR 1521) provides access to the Campbell athletic fi elds located to the north of the aca- demic core. Proposed Improvements Note: The University master plan continues to evolve with new roadways, walks, curb and gutter, and landscaping. These are being accomplished through fundraising and annual ex-penditures that will continue to lead to an overall campus plan completion. 1. The functional qualities of vehicular routes throughout campus are to be improved incrementally, including continued maintenance, surfacing and drainage improvements as they are needed. 2. The following road realignments and extensions are proposed in the Development Plan and will contribute to more effi cient traffi c fl ow and enhanced campus organization: • Realignment of Burt Street to allow open space connection between Pharmacy Research Building and remainder of campus. Projected completion: 2015. 3. Day Dorm Road (private) is to be converted from a vehicular route and parking to a pedestrian promenade that will create a new campus amenity, but will also continue to ac- commodate emergency vehicles needing access to the interior portions of campus. 4. Other paved private drives and stabilized routes will assure all buildings will be accessible for deliveries, service, emergency vehicles and the disabled. Routing and access to cam- pus buildings for emergency vehicles will be achieved per the Campbell Emergency Vehicle Plan, according to standards and coordination with the Harnett County Fire Marshal. The number and distribution of spaces is, in general, is adequate for the current demand. Recent site improvement and building projects have resulted in removing a signifi cant number of parking spaces from the interior portions of campus. The ongoing planning goal is to distribute parking facilities around campus, easily accessible from roads and generally located at the site perimeter to encourage a walking, pedestrian-oriented campus. Proposed Improvements Note: The University master plan continues to evolve with new roadways, walks, curb and gutter, and landscaping. These are being accomplished through fundraising and annual ex-penditures that will continue to lead to an overall campus plan completion. 1. The parking supply and distribution recommended in the Development Plan will accommodate parking spaces which may be removed from the campus core as well as accom-modate projected growth and new facilities. 2. Spaces are provided for projected growth at current utilization rates, increasing total campus parking facilities to approximately 4,370 spaces. This represents a net increase of ap- proximately 960 parking spaces, taking into account existing parking displaced by proposed new buildings and those spaces removed as part of campus “greening” and open space improvements. 3. Construction of new surface parking facilities are proposed to be constructed in conjunction with the following new building projects and will also provide parking for general stu-dent use: • Academic Building • Carter Gymnasium Expansion • Student Center • Student Housing 4. As new buildings and facilities are implemented in the Development Plan, parking requirements shall be determined on a campus-wide aggregate basis rather than for specifi c individual buildings and uses. 5. Incremental improvements to the appearance of all parking facilities may include landscaping for internal shade, perimeter screening and additional pedestrian connections to encourage usage, reinforce wayfi nding and accessibility. All cam- pus pedestrian walkways are open for use by bicyclists. Currently, the most heavily traveled existing pedestrian routes are as follows:• The north-south pedestrian route on the TT Lanier Street from Leslie Campbell Avenue to the Fine Arts and Business School. • Diagonal routes across the interior academic core linking Academic Circle / Carrie Rich Library, Marshbanks Dining Hall, Fine Arts and the Business School. Continued maintenance and incremental sidewalk construction will be undertaken to increase campus connectivity, effi ciency and accessibility. The intended hierarchy of non-vehic- ular circulation is depicted on the Pedestrian Circulation Map. Proposed Improvements Note: The University master plan continues to evolve with new roadways, walks, curb and gutter, and landscaping. These are being accomplished through fundraising and annual ex- penditures that will continue to lead to an overall campus plan completion. 1. Pedestrian sidewalks are scheduled for construction on both sides of Leslie Campbell Avenue extending from US 421 to Main Street. On some sections of the road it will be on one side then cross to the other side of the road. There will not be sidewalks on both sides at the same time. Projected completion: after DOT work is completed in summer/fall 2013. 2. Two 4’ wide bicycle lanes be designated on each side of Leslie Campbell Avenue from Main Street to the Student Residence Hall east of T.T. Lanier Street. Projected completion: after DOT work is completed in fall of 2013. 4. Improvements to Bolton Road will include a walkway connecting new student parking with the academic core. Projected completion: 2015. 5. Phase Three of Fellowship Commons will include, the conversion of Day Dorm Road to a pedestrian promenade, and additional landscape, building connections and site ameni-ties. Projected completion: 2015. 6. Other major walkways planned include: • Connections to new proposed new academic building. • Main Street sidewalk connections to Leslie Campbell Avenue. • Harmon Road sidewalk connections to Leslie Campbell Avenue. September 30th, 2015 Campbell University - Campus Development Plan September 30th, 2015 Campbell University - Campus Development Plan STORMWATER MANAGEMENT The campus topography is generally characterized by open, fl at land with moderate slopes and perennial streams forming the eastern and western edges. The campus stormwater sys- tem currently, and in the future, will utilize a combination of curb and gutter, storm sewer structures and natural drainage features to collect and convey stormwater runoff. The campus is divided into fi ve basic drainage areas that are indicated on the attached Stormwater Map. Within each drainage area, major drainage ways (combinations of piped systems and open swales and channels) are indicated along with the general direction of fl ow within each basin. All campus runoff is ultimately discharged into two perennial streams, Buies Creek at the western edge of campus and the east branch of Buies Creek to the east. The campus has several natural site features that will be taken into consideration when new development is being planned and should be protected to help increase the natural envi- ronment on campus. Measures such as building orientation, alternate parking layouts, and variety of other mitigation tactics will be used to help preserve special natural site features. Proposed Improvements Note: The University master plan continues to evolve with new roadways, walks, curb and gutter, and landscaping. These are being accomplished through fundraising and annual ex- penditures that will continue to lead to an overall campus plan completion.The following strategies for managing stormwater runoff will be implemented on campus: 1. A stromwater masterplan will be developed to look at the various watersheds on campus and develop controls for the points or sub-basins instead of evaluating on an individual project level. As projects are constructed, evaluation of their impervious increase and decrease and how it affects each sub basin in relation to rate and quantity of runoff within the campus. The masterplan will analyze the quantity of runoff at all points where the storm water leaves the campus and not just the individual sub basins 2. Proposed campus improvements and construction shown in the Development Plan will not transfer runoff volumes from one drainage basin to another. • One notable exception is the Convocation Center, associated parking and extension of Bolton Road. Increased runoff resulting from these proposed areas of impervious cover located in Drainage Basin “D” will not be allowed to drain south of East Leslie Campbell Avenue, where fl ooding has historically occurred. Stormwater for this planned construction will instead be diverted to the east into Drainage Basin “D” and toward the east branch of Buies Creek. 3. Runoff will be conveyed by vegetated conveyances to the maximum extent practicable, allowing natural fi ltration to slow and be absorbed into the local groundwater system. 4. Riparian buffers 50’ landward of any perennial stream will remain as undisturbed vegetative fi lters. No disturbance or construction of impervious surfaces will be permitted within riparian buffers. Water quality will largely be managed by maintaining the low-density character of campus. The small percentage of impervious cover proposed for the campus will keep runoff volumes low and allow for the on-site natural fi ltration of stormwater to remove pollutants rather than stormwater detention devices. 2. Within the total 489.64 acre campus area, approximately 3,040,496 square feet or 14.25% of the campus property is currently occupied by buildings and/or impervious pavement. 3. Proposed expansion of buildings, parking facilities and pedestrian spaces shown in the Development Plan will account for an increase of approximately 128,000 square feet of impervious cover. This will bring the total coverage shown on the Development Plan to nearly 14.86% of impervious cover. Future iterations of the Development Plan will address potential campus growth beyond that which is currently shown in the Plan under a separate review and approval process.
