Palmetto Park Road #15-652 Boca Raton, FL 33433-3483 Tel: 877.438.2851 Fax: 877.220.4593 February 14, 2016 Mr. Jay Sikes Planning, Central Permitting & Inspections 108 East Front Street Lillington, NC 27546 RE: Harnett County - “17-50040716” AT&T Mobility – “368-594” Dear Mr. Sikes, At your request, on behalf of Harnett County, North Carolina (“County”), CityScape Consultants, Inc. (“CityScape”), in its capacity as telecommunications consultant for the County, has considered the merits of an application provided by SBA Communications (“SBA”) on behalf of AT&T Mobility (“Applicant”) to modify equipment on an existing, two hundred fifty (250) foot lattice tower. The tower is owned by SBA Communications and is located at 106 JR Lane, Broadway, Harnett County. The site is also known by the address 108 JR Lane. Currently, the Applicant has twelve (12) panel antennas (4 per sector), six (6) TMAs, three (3) RRU-11s and a surge suppressor at the two hundred thirty-five (235) foot level. It is proposed remove three (3) antennas, relocate three (3) TMAs and add three (3) RRU-32s. The existing twelve (12) 2-1/4” coaxial cables, single fiber, single DC power cable and single RET control cable will remain. An additional DC power cable will be added. These additions, (mainly the three RRU-32s) will permit the Applicant to improve its Advanced Wireless Service (AWS) service in the area. AWS provides faster data speeds for smartphones and like devices and is the highest standard for today’s wireless systems. The Applicant provided the necessary FCC compliance statements regarding interference to other radio services and safeguards to human exposure of radio frequency energy in a previous letter, dated May 28, 2014. Harnett County - #17-50040716 AT&T – “368-594” Page 2 A new structural analysis was submitted, prepared by Allpro Consulting Group, Inc., dated December 28, 2016, based on ANSI/TIA-222-G. The report indicates the structure will be loaded to 98.7% (105% is maximum) and the foundation 100.4% (110% is maximum), both of these reduced from the last analysis. It is noted that the analysis did not include the tower leg bolts as their data was not available. The was also the case for the last structural prepared for the tower that was submitted with the 2016 application from SBA/Verizon. At that time, CityScape recommended that the County require SBA to provide a statement of action that it will confirm the leg bolts to not pose a structural safety hazard. It is not known if the County moved forward with these recommendations. Therefore, we will keep it in our recommendation for approval of this tower. To qualify for the Middle-Class Tax Relief and Job Creation Act of 2012 a service provider cannot increase the height or girth of the support structure more than 10% or 20 feet, whichever is greater, and cannot expand the ground compound; under NC law ground compound can be expanded up to 2,500 square feet. Neither is applicable in this situation. Therefore, the proposed changes qualify for streamlined processing at staff level. CityScape recommends this application for approval with the following condition: SBA shall provide a statement from a North Carolina Registered Engineer that the leg bolts are adequate structurally I certify that to the best of my knowledge all the information included herein is accurate at the time of this report.
