Chairman Burgin called for additions and deletions to the published agenda. Commissioner Miller moved to approve the agenda as published. Commissioner Elmore seconded the motion which passed 4 to 0. Harnett County Emergency Services requested appointment of Dr. Erin Wirths as the new Harnett County EMS Medical Director. Staff also requests approval of the EMS Medical Director contract with Dr. Erin Wirths effective December 1, 2016. Harnett County General Services requested adoption of Policy of Non -Discrimination and CDBG/HUD Recipient Section 504 Compliance Officer/Grievance Procedures for Commerce Fellows Capacity Building Project. Staff also requests designation of the General Services Director as the Section 504 Compliance Officer. 6. Proclamation — 2016 Adoption Awareness Month and Day 7. Resolution awarding Corporal Delisa M. Staps her service weapon upon her retirement (Attachment 2) 8. Harnett County Emergency Services requested approval of North Carolina Department of Public Safety / Division of Emergency Management, State - Applicant Disaster Assistance Agreement and Resolution Designation of Applicant's Agent (Hurricane Matthew). 9. Resolution to Convey Certain Real Property to the Trustees of Central Carolina Community College (Attachment 3) 10. Harnett County Cooperative Extension requested approval of a salary compression increase in the amount of $1,270.18 for Community & Rural Development Agent Kittrane Saunders. 11. Finance Officer requested approval of the revised Harnett County Fiscal Policy Guidelines 12. Approval of the Harnett County Board of Education's request to fund four additional teaching positions up to $200,000. These positions will be used to benefit students at schools designate as low performing such as Harnett Primary School, Johnsonville Elementary School and South Harnett Elementary School. Chairman Burgin opened the floor for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. No one spoke. Commissioner Miller moved to approve the appointments listed below. Commissioner Elmore seconded the motion which passed unanimously. DANGEROUS DOG COMMITTEE Anthony Earl Holland (nominated by Commissioner Miller) was reappointed to serve on this Board for a term of three years expiring November 30, 2019. HARNETT COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES Johanna Michelle Ceballos (nominated by Commissioner Miller) was appointed to serve on this committee for a term of three years expiring November 30, 2019. November 7, 2016 Regular Meeting Minutes Harnett County Board of Commissioners Page 3 of 6 TRIANGLE SOUTH WORKFORCE DEVELOPMENT BOARD Angie Stewart with Harnett County Economic Development (nominated by Commissioner Miller) was appointed to replace Nicholas Dula on this Board. Her term will expire June 30, 2017. Commissioners postponed the employee compensation discussion until Commissioner McKoy arrived. Bryan K Avery, President of the Averasboro Town Restoration Association, Inc., requested $35,000 from the County for the purchase of the historic Dushee Shaw House, the adjacent twentieth century brick house, and the approximately 2.63 acres of land on which the two dwellings stand. The Averasboro Town Restoration Association, Inc., (the Organization), in a resolution distributed to the Board, said in the event the Organization is dissolved or the property is sold, the Organization will reimburse Harnett County the $35,000. The Organization recently received $100,000 special appropriation from the State for this purchase. Once purchased, it is the intent of the Organization to maintain and ultimately restore the property as an historical landmark. Mr. Avery gave a detailed history of the Dushee Shaw House and noted efforts to save it thus far. He said it is the oldest house in the county and nothing else compares with it. Mr. Avery shared a 2011 Tarheel Traveler video about the property and talked about preserving the property for the future and future plans for the site. Commissioner McKoy arrived during this discussion. Both Commissioners Miller and McKay shared their concerns regarding the request. They feared this would set a precedence given the Board has a Nonprofit Committee in place to consider these types of requests. Commissioner McKoy said she was all for preserving historical sites in Harnett County but thinks they are going about this the wrong way. Mr. Avery said he was presenting what they are willing to do with volunteers if the County is willing to help them save the place but he said time is of the essence as the family has only given them so much time on the offer. Chairman Burgin said he sees this as being different than other nonprofit requests as this is a unique, one-time request with the promise to reimburse Harnett County the $35,000 if the Organization is dissolved or the property is sold. He said there is no time to go through the funding cycle for the Nonprofit Committee and he would consider the $35,000 as the County's match for the state funds. Vice Chairman Springle moved to give $35,000 to the Averasboro Town Restoration Association, Inc., for the purchase of the historic Dushee Shaw House, the adjacent twentieth century brick house, and the approximately 2.63 acres of land on which the two dwellings stand. Commissioner Elmore seconded the motion which passed 3 to 2 with Commissioners McKoy and Miller opposing. Mr. Snow sought clarification regarding the motion; noting he would most likely do a Note on the Deed of Trust. Commissioners directed Mr. Snow to do whatever best protects the County in regards to the $35,000. November 7, 2016 Regular Meeting Minutes Harnett County Board of Commissioners Page 4 of 6 Commissioners previously asked staff to provide them with several options, including costs, regarding a proposed $1,200 increase for county employee. Mr. Haney listed the following options noting the costs also included $600 for part-time employees: Options General Fund Public Utilities Fund Solid Waste Fund Total Cost Option 1 - one-time 712 full time employees, 111 part-time employees ($1,053,400) 106 full time employees ($146,153) 17 full time employees, 2 part-time employees ($24,731) $1,224,284 bonus of $1,200 for employees with the County as of July 1, 2016 Option 2 - $1,200 712 full time employees, 111 part-time employees ($1,053,400) 106 full time employees ($146,153) 17 full time employees, 2 part-time employees ($24,731) $1,224,284 special salary adjustment for employees with the County as of July 1, 2016 (distributed throughout the year as monthly payments, recurring from year to year) Option 3 - $1,200 712 full time employees, 111 part-time employees 106 full time employees 17 full time employees, 2 part-time employees $1,240,432 COLA which would move the grade table up by $1,200 Staff confirmed the grade table study would be completed by the end of December. Mr. Coats distributed a table he prepared comparing our starting salaries of several grades to four surrounding counties. Discussions continued regarding how this increase might affect the grade table study. It was the consensus of the Board to give employees a one-time bonus, keep the grade tables where they are and wait for the results of the grade table study. Chairman Burgin reminded the Board that the County's unrestricted fund balance is over $26 million so the money is there. Commissioner Elmore moved to approve giving full-time county employees who were employed by the County as of July 1, 2016, a $1,200 one-time bonus and part-time employees who were employed by the County as of July 1, 2016, a $600 one-time bonus to be paid late November/ early December. Vice Chairman Springle seconded the motion which passed unanimously. Chairman Burgin called for any new business. Commissioner Miller said the County is in good financial shape but we don't need to waste the money. He said there are a lot of things they can do to not only keep this county financially stable but to give back to the citizens of the county. Chairman Burgin said he hopes the new board will look at taxes because he believes our tax rate is high. Commissioner McKoy moved that the Board go into closed session for the following purposes: 1) to discuss matters relating to the location or expansion of industries or other businesses in Harnett County; and 2) to instruct the County staff concerning the position to be taken by the County in negotiating a contract for the acquisition of real property; and 3) Consultation with the County's legal staff in order to preserve the attorney-client privilege concerning the handling of certain claims and litigation including the following case: "Estate of John David Livingston, II, et als vs the Harnett County Sheriff's Department," Harnett County File No. 16 CVS 1165. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(4)(5)&(3). Vice Chairman Springle seconded the motion which passed unanimously. Highway 87 in the Barbecue Township area of Harnett County in the Western Harnett Industrial Park; this tract is more particularly described as Lot 2A as shown on that map recorded in Map No. 2008-1088, Harnett County Registry with an address of 220 Olive Farm Road, Sanford, NC 27332 with parcel ID NO. 039576003502; that located on this tract is an approximate 8,600 square foot building with asphalt parking area; and, WHEREAS, the Trustees of Central Carolina Community College ("CCCC Board") have expressed a need to the Harnett County Board of Commissioners ("County Board") for the CCCC Board's procurement of real property suitable for the location and operation of a community college facility in the general location of the Western Harnett Industrial Park; that representatives of the CCCC Board have examined the Lot 2A located in the Western Harnett Industrial Park and have found said lot to be appropriate for its community college site need; and, WHEREAS, in response to the CCCC Board's request, the County Board has determined that it would be in the best interest of the County to provide the above described real property with building improvements to the CCCC Board to be used for community college education purposes at no purchase cost to the CCCC Board; that said conveyance of real property by the County to the CCCC Board is properly allowed by N.C.
