• All property Irons must be made visible. Place 'pink properly flags" on each corner iron of lot. All property
lines must be clearly flagged approximately every 50 feet between corners.
• Place"orange house corner flags'at each corner of the proposed structure. Also flag driveways, garages,decks,
out buildings,swimming pools,etc. Place flags per site plan developed at/for Central Permitting.
• Place orange Environmental Health card in location that is easily viewed from road to assist in locating property.
• If property is thickly wooded, Environmental Health requires that you clean out the undergrowth to allow the soil
evaluation to be performed. Inspectors should be able to walk freely around site. Do not grade property.
• All lots to be addressed within 10 business days after confirmation. $25.00 return trip fee may be Incurred
for failure to uncover outlet lid, mark house corners and property lines. etc. once lot confirmed ready.
• After preparing proposed site call the voice permitting system at 910-893-7525 option I to schedule and use code
800 (after selecting notification permit if multiple permits exist) for Environmental Health inspection. Please note
confirmation number given at end of recording for proof of request.
• Use Click2Gov or IVR to verify results. Once approved, proceed to Central Permitting for permits.

Reference: Preliminary Report for Minor Subdivision—Two Lots
The Retail Center Property
Dear Mr. Clayton,
A preliminary soil investigation has been conducted at the above referenced property,
located on the southern side of Highway US 421, Upper Little River Township, Harnett County,
North Carolina. The purpose of the investigation was to determine the ability of each lot to
support a subsurface sewage waste disposal system and repair area for a commercial facility with
a maximum daily effluent flow of 250 gallons. All soil ratings and determinations were made in
accordance with "Laws and Rules for Sewage Treatment and Disposal Systems, 15A NCAC 18A
.1900". It is our understanding that individual septic systems and public water supplies will be
utilized at this site. the maximum building footprint used for this evaluation was 80 X 104 feet.
Wetlands were not observed at this site. However the lower portion of the site is not well
drained and artificial drainage improvements may be necessary.
A portion of each lot was investigated and found to be underlain by soils rated as suitable
and provisionally suitable for subsurface sewage waste disposal. Suitable soils are deep, well
drained sandy textured soils that appear adequate to support long term acceptance rates of 0.6
gal/day/sgft. The provisionally suitable soils were observed to be friable and firm sandy clay
loans to greater than 30 inches and appear adequate to support long term acceptance rates of 0.4
to 0.5 gal/day/sqft. It appears that the soils on each lot are adequate to support a conventional
septic system and repair area for one business. The lot on the eastern side has significant
potential to utilize a gravity driven conventional type septic system. The lot on the western side
appears to have limited amounts of usable soils and although conventional drainlines can be
expected, a pump will almost certainly be required to move the effluent uphill from the building
to the drainfield.
