Dear Mr. Sikes,
At your request, on behalf of the County of Harnett, North Carolina (“County”), CityScape
Consultants, Inc. (“CityScape”) has considered the merits of an application provided by Jonathan
Yates on behalf of American Tower Corporation, owner of the existing, three hundred (300) foot
guyed tower, located at 2163 Highway 24, Cameron, North Carolina. T-Mobile is the Applicant.
Currently, the Applicant has three (3) panel antennas (1 per sector) and six (6) RRUs (2 per
sector) at the two hundred thirty (230) foot level as well as twelve (12) existing 1-5/8” coaxial feed
lines. It is proposed to replace these three antennas with three new one and add a hybrid feed cable.
The proposed additions will improve T-Mobile’s 4G capacity.
The Applicant provided a structural analysis, prepared by American Tower Corporation, dated
June 8, 2016, based on ANSI/EIA/TIA-222-G, Class II, Category C standards. The report indicates
that the tower with the existing and proposed equipment will have a stress rating of 81% while the base
rating is listed at 96%, both below maximum capacity.
The Applicant provided FCC compliance statements regarding interference to other radio
services and safeguards to human exposure of radio frequency energy in a previous letter, dated
August 22, 2011.
To qualify for the Middle Class Tax Relief and Job Creation Act of 2012 a service provider
cannot increase the height of the support structure more than 10% or 20 feet, the girth of the structure
by 20 feet, whichever is greater, and under NC Law, the ground compound can be expanded up to
2,500 square feet. Since neither is applicable, the proposed changes qualify for streamlined
processing. CityScape recommends this application for approval with the following condition:
Only authorized personnel can access the site and the Applicant shall ensure this.
