The Harnett County Board of Commissioners met in regular session on Monday, May 2, 2016, in
the Commissioners Meeting Room, County Administration Building, 102 East Front Street,
Lillington, North Carolina.

Chairman Burgin called the meeting to order at 9:00 am. Commissioner Miller led the pledge of
allegiance and invocation.
Chairman Burgin called for additions and deletions to the published agenda. Commissioner
Miller moved to approve the agenda as published. Vice Chairman Springle seconded the motion
which passed unanimously.
Commissioner Elmore moved to approve the following items listed on the consent agenda.

5. Sheriff's Office requested approval of a contract with Lamar Companies for a billboard
rental in the amount of $492 for the purpose of offering a reward in an unsolved homicide
case.
6. Sheriff's Office requested approval of resolution retiring K9 Thor and selling him to
handler Deputy Sergeant Timothy Bradley (Attachment 3)
7. Finance Office requested approval of Notice of a Public Hearing Regarding the Financing
of Certain Equipment for Benhaven Emergency Services, Inc. with the Proceeds of Tax -
Exempt Debt.
8. Finance Office requested approval of a Project Ordinance in the amount of $2,519,000
for the 2016 Qualified School Construction Bond.
9. Harnett County Emergency Medical Services Week Proclamation
10. Harnett County I.T. Department requested approval to use the sole source purchasing
option to purchase additional Computer Aided Dispatch Software Licenses from TriTech
Software Systems. The additional software licenses total cost will be $190,644.26 and is
a 911 eligible expense and will be paid out of the Emergency Telephone System Budget.
11. Waiver of landfill tipping fees association with the clean-up of 218 Smith Prince Road.
12. Harnett County Parks and Recreation requested approval to apply for a Parks and
Recreation Trust Fund (PARTF) grant in the amount of $400,000 for the Phase 1
construction of the Government Complex Park. The grant funds will require matching
county funds, which are estimated, however in-house labor will be used when possible to
reduce the matching funds and overall project costs.
13. Resolution to Amend Harnett County Board of Commissioner's Rules of Procedure
(Attachment 4)
Chairman Burgin opened the floor for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes.
- Cris Nystrom of 391 Center Lane in Bunnlevel addressed the group. Mr. Nystrom
requested the April 4th and April 18th regular meetings recordings as he was unable to access
them on-line.
Chairman Burgin recognized Angier Mayor Lewis Weatherspoon and Board of Education Vice
Chairman Howard Penny. Chairman Burgin also pointed out it is Harnett County Emergency
Medical Services Week.

Buren Fulmer, Harnett County Forest Ranger, presented N.C. Forest Service 2015 Summary of
Accomplishments in Harnett County. Mr. Fulmer reported that 357 landowners were assisted by
the N.C. Forest Service in 2015 and 272 Forest Management Plans were prepared, placing an
additional 10,625 acres under active forest management. He noted the new fee schedule
effective July 1, 2014, as a result of House Bill 740, had not slowed them down. Mr. Fulmer
reported an increase in the number of tax plans requested due to the Forestry Present Use Value
tax break. He reported 1,079 acres of trees were planted with cost share funds.
Mr. Fulmer reported 109 landowners planted 1392 acres of long leaf pine trees through the
Conservation Reserve Program. He noted the 2015 annual rental payment was $78,764. Mr.
Fulmer also noted increased logging activity in the County, the increase in stumpage prices and a
lot of this being driven by the pulp market. Sixty-two logging inspections where done in the
County during 2015. Mr. Fulmer talked about the Emerald Ash Borer and reported there is a
statewide quarantine of fire wood that is not treated. He also talked about damage by the Ips
Beetle.
Mr. Fulmer reported that in 2015 the NCFS in Harnett County responded to 87 fires with only
137 acres burned. They assisted California, Idaho, Washington, Oregon, Alaska and Montana in
2015. Forest Services also participated in Fire Department Training Programs in Lillington,
Spout Springs, Boone Trail, Northwest Harnett and Erwin. Mr. Fulmer talked the 9th
Environmental Field Day held for over 375 fifth graders. He also noted activities and controlled
burning at the Anderson Creek Park.
Mr. Fulmer stated the N.C. Forest Service's 2016 budget request from Harnett County is
$111,585, which is a decrease of $214 from 2015. He reported the total cost -share payments for
Harnett County landowners was $193,728 in 2015. Mr. Fulmer explained the Forest Service
County Budget is 40% County funded, 60% State funded and the County is billed monthly based
on previous month's expenses. Last, he said they will need a new truck in 2017-18 which will
result in an $8,000 increase.
Victoria Whitt, CEO of Sandhills Center, presented a program update and FY 2016/2017 County
general budget request for Harnett County in the amount of $199,679. Mrs. Whitt noted
Sandhills Center has not requested an increase in county general funding during the past twelve
years and thanked the Board for their dedication and the continuance of funding. Mrs. Whitt
detailed Harnett County's in-kind contributions in the amount of $183,700 with the use of three
county buildings for provider services and LME/MCO operations as well as county member
transportation to IDD Day Program. She also thanked Commissioner McKoy for her service on
the Sandhills Centers Board.
Mrs. Whitt reminded the group that all county funding received is directed in support the local
County Behavioral Health Care Centers and other county designated services/programs.
Daymark Recovery Services, Inc., is the the private company who operates these crisis centers in
each county. Mrs. Whitt said the county general funding is critical to sustaining the current level
of crisis/psychiatric services for the consumers and families in Harnett County. She reported
1,695 walk-ins seen at Daymark in Harnett County in 2015 resulting in 542 people diverted from

ERs. Unduplicated Patients seen in FY 2015 totaled 1.178 adults and 278 children. She also
noted over 358 Harnett County residents received services outside of Harnett County.
Mrs. Whitt shared the Sandhills Center's Annual Community Report December 2015.
Mrs. Whitt also noted that she had recently met with individual counties regarding their request
for FY 2016-17 and to review the current County allocations and to identify behavioral health
science areas in the County that may have been underserved and to determine how available
funding could be used to impact those areas in the upcoming year. Mrs. Whitt reported since
beginning the management of Medicaid service dollars in December, 2012, Sandhills Center has
realized savings and has made a commitment to reinvest those savings in the community:
• One of the ways savings has been reinvested is through increases in the Medicaid rate for
services provided. Sandhills Center has increased Medicaid rates for several services
including Outpatient services (by 10%) and Physician Evaluation and Management codes
(by 13%).
• Along with the Medicaid service rate increases, our local behavioral health urgent care
center providers (Daymark Recovery, Inc., Monarch, RHA) have made operational
changes to shift to an "open access" scheduling model that allows for faster appointments
and reduced 'no show' rates. Additionally, they have continued their focus to identify
consumers who are potentially eligible for Medicaid and have worked with those
individuals to complete the Medicaid eligibility process to leverage Medicaid
reimbursement when possible.
Mrs. Whitt said over the past few months she has attended several meetings talking about Good
Hope's funding needs and the possibly expansion of the number of inpatient beds. She said she
has also been talking to Harnett Health System about maybe expanding mental health screening
services in the emergency rooms. Mrs. Whitt is interested in meeting with the Sheriff's
Department to discuss possible needs. Mrs. Whitt updated the group on potential changes at the
state level and will continue to gather information and will report back if the new plan gains any
traction.
Committee Member Avis Watkins -Smith presented the Employee Benefits Committee's
recommendations as follows:
1) Remain with current health insurance provider BCBSNC
2) Change vision plan provider to Superior Vision
3) Remain with current dental provider Delta Dental
4) Consider the County paying the cost of dental insurance for employees only
Mrs. Watkins -Smith read justifications for these recommendations as well as other suggestions
discussed during committee meetings. She recognized committee members present.
Commissioners thanked committee members for serving and noted the Board would take all of
the information into consideration as they work on the budget. Mr. Jeffries requested clear
direction regarding the health, vision and dental insurance due to upcoming employee
enrollment. Vice Chairman Springle moved to accept committee recommendations 1) remain
with current health insurance provider BCBSNC, 2) change vision plan provider to Superior
Vision, and 3) remain with current dental provider Delta Dental. Commissioner McKoy
seconded the motion which passed unanimously.

Commissioners will consider the County paying the cost of dental insurance for employees only
during their budget discussions. This estimated cost would be $311,148 for 900 employees with
approximately $244,000 out of Public Utilities and Solid Waste Funds.
Mr. Jeffries presented the following reports:
- Harnett County Financial Summary Report — March 2016
- Harnett County Sales Tax Analysis by Article — January 2016
- Sandhills Center Fiscal Report for the period ending March 31, 2016
Mr. Jeffries reminded the group of the Community Update Meeting being held on May 5th at
7:00 pm at the Northwest Harnett Fire Department. Mrs. Honeycutt responded to Chairman
Burgin's questions regarding the County financials. Chairman Burgin recognized
Superintendent Stan Williams.
There was no new business.
Commissioner McKoy moved that the Board go into closed session for the following purposes:
1) To discuss matters relating to the location or expansion of industries or other businesses
in Harnett County; and
2) To consult with the County's legal staff in order to preserve the attorney-client privilege
concerning the handling of a certain claim; and
3) To instruct the County staff concerning the position to be taken by the County in
negotiating the terms of a contract for the acquisition of real property; and
4) To discuss personnel matters.
This motion was made pursuant to N.C. General Statute Section 143-318.11(a)(4)(3)(5)&(6).
Commissioner Elmore seconded the motion which passed unanimously.

seconded the motion which passed unanimously.
Chairman Burgin recessed the May 2, 2016 regular meeting for commissioners to continue
2016/2017 budget discussions.

ATTACHMENT 3
THAT, WHEREAS, Deputy Sergeant Timothy Bradley has been the
handler for Canine Thor since 2007; and
WHEREAS, with nine years of distinguished service to Harnett
County, Canine Thor has been recommended for retirement by
Lillington Veterinary Clinic; and
WHEREAS, Sergeant Timothy Bradley has expressed an interest
that Canine Thor be released to his care for the remainder of
Thor's life; and
WHEREAS, North Carolina General Statute 160A-267 permits the
Harnett County Board of Commissioners to authorize the disposition
of property valued at less than Thirty Thousand Dollars
($30,000.00) by private sale;
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of
Commissioners that Canine Deputy Thor is hereby retired and is
declared surplus to the needs of County of Harnett and is hereby
awarded to Sergeant Timothy Bradley for one dollar ($1.00).

A RESOLUTION TO AMEND HARNETT COUNTY
BOARD OF COMMISSIONERS'
RULES OF PROCEDURE
THAT WHEREAS, on September 19, 1994 the Harnett County Board of Commissioners adopted
Rules of Procedure pursuant to N.C. General Statute § 153A-41; and
WHEREAS, Rule 31 of the Rules of Procedure allows the Board of Commissioners to modify its
Rules pursuant to a two-thirds affirmative vote of the members of the Board; and
WHEREAS, Rule 30 entitled Appointments, subsection (e) states that "no citizen may serve more
than three consecutive terms on any Board/Committee/Commission unless the term is 3 years or under.
No member of any Board/Committee/Commission may serve more than nine consecutive years"; and
WHEREAS, that due to a conflict between Rule 30(e) and Article III of the Harnett County
Board of Adjustment Bylaws, and due to the fact that the Board of Commissioners desires to have
discretionary authority to waive the consecutive term limitation on a case by case basis in order to
maintain at least some trained and experienced members on various County Boards and Committees,
the Board has determined that it would be in the best interest of Harnett County to revise Rule 30(e) of the
Board's Rules of Procedure as hereinafter set forth.
NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of
Commissioners does hereby strike Rule 30(e) of its Rules of Procedure in its entirety and in lieu
thereof it adopts the following amendment:
Rule 30(e)
No citizen may serve more than three consecutive terms on any Board/
Committee/Commission unless the term is less than three (3) years. No
member of any Board/Committee/Commission may serve more than nine (9)
consecutive years, unless waived by the Board of Commissioners by a
majority vote. Any waiver issued by the Board for a consecutive term over
nine (9) consecutive years for an individual is limited to two (2) waivers. Any
individual may be reappointed to the same Board/Committee/Commission
after remaining off said Board/Committee/Commission for at least one year.
Duly adopted this the 2nd day of May, 2016 by a vote of .5 ayes and 0 nays.
