Service agreement with Lee County for three bed spaces at Hillcrest Youth Shelter at a yearly rate of $39,000. C 9. Authorization to use the County Seal in the logo/letterhead of the proposed County Dental Society. Gordon Townsend Jr., DDS, is in the process of organizing the "Harnett County Dental Society" which will be in accordance of the guidelines of the Academy of General Dentistry, Fayetteville Area Health Education Center, and the Department of Continuing Education, University of North Carolina School of Dentistry. 10. Change order for Titan Wastewater project (Attachment 4) • 11. Designation of Harnett County as a "Standard County" status for the Work First Program for fiscal years 2003-2005. The County is meeting all established goals as a Standard County. 12. Resolution to close a portion of SR 1207 due to the construction of Hwy. 87. (Attachment 5) 13. Authorization for Buies Creek Fire Department to purchase a rescue pumper fire truck that was approved in the last fiscal year. 14. Rental contract with Rodney C. Hobbs and wife, Lorraine B. Hobbs for the Bunnlevel container site. The contract amount is $4,000 for the three-year term. The contract can be renewed, with agreement by both parties, for an additional three-year term. 15. Tower Use Agreement with Piedmont Coastal Repeater Network (PcRN) giving it permission to install its amateur radio repeater and its associated antennas and equipment on the County Cokesbury Communication Tower. There will be no charge to PcRN for the use of the tower. In the past, the County has used PcRN's radio system in emergency situations. The PcRN radio system was formerly located on the TV40 tower, which was destroyed by an airplane. 16. Line extension on Wild Plumb Lane located off of Claude White Road in the Southwest Water and Sewer District of Harnett County. The extension consists of approximately 1 mile of pipe to serve 7 customers with the preliminary cost estimate of $19,600. 17. Legal services agreement and.two separate engineering agreements for the South Central Wastewater Project. All the agreements are requirements of USDA Rural Development, funding agency for the project. Two engineering agreements are needed because the agreement for the Sewer Treatment Plant, owned by the County, has to be made with the County and charged back to the District. - Legal services agreement with David F. McRae, Attorney at Law - Two engineering services agreements with Marziano and Minier, PA • 18. Contract for services provided for under Title III-E of The Older Americans Act (NC Family Caregiver Support Program) Informal comments were provided by the following citizens: - Connie Burch, Angier commissioner and member of the Aging Advisory Board, requested the Board's assistance to urge the State to study several aging programs that have been affected by recent State budget problems. Commissioner McNeill moved to adopt a resolution to request that the North Carolina General Assembly make every effort to minimize the budget cuts incurred by Aging Programs across the State. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 6) - Wilton Lee, Rolling Springs subdivision, discussed proposed county sewer in his neighborhood. Rodney M. Tart, Public Utilities Director, discussed the proposed creation of a new County water and sewer district in the Spout Springs/Olivia area of the County. Chairman Byrd called to order a public hearing and opened the meeting for public comments regarding the proposed new district. Comments were received from the following citizens: 1. Joe Holmes, Hwy. 87 — in favor of creation of the district and project. 2. Jimmy McCormick, Barbecue Precinct — in favor of creation of the district and anything we can do to help develop the Hwy. 87 Corridor. 3. Ronnie Olive, store keeper in Olivia, in favor of creation of the district and project. 4. Harold Weathers, Sanford, in favor of creation of the district and project. There being no further comments, Chairman Byrd closed the public hearing. Chairman Byrd called to order a public hearing on a proposed franchise agreement with Central Carolina Tire Disposal. This is the second of two required public hearings prior to consideration by the Board. Chairman Byrd opened the meeting for comments from the public. No comments were offered and Chairman Byrd closed the public hearing. Commissioner Titchener moved that Commissioner McNeill be excused from voting on the issue due to personal interest. Commissioner Andrews seconded the motion and it passed unanimously. Commissioner Titchener moved to approve the franchise agreement. Commissioner Andrews seconded the motion and it passed 4 to 0 with Commissioner McNeill not voting. Departmental reports were filed with the Board from Emergency Medical Services, Veterans Office, and General Services. There being no further business, Commissioner Titchener moved for adjournment. COATS WASTEWATER EXTENSION PROJECT DESIGN PHASE BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina, sitting as the governing board for Harnett County. Section I. This project consists of the addition of over 10,000 linear feet of sewer • collection and force mains to serve property recently annexed into the Coats city limits. The project also includes a new 100 gallon per minute pump station with all appurtenances to serve this area. Section 11. The design phase of this project will be funded from the Harnett County Department of Public Utilities' Fund Balance. Section III. The following amounts are hereby appropriated for this project: Engineering $75,000 Legal/Admin $ 5,000 Land/ROW $15,000 Total $95,000 Section IV. RESOLUTION TO ADOPT THE INTERLOCAL AGREEMENT ESTABLISHING THE NORTH CAROLINA COUNITES LIABILITY AND PROPERTY JOINT RISK MANAGEMENT AGENCY AND TO JOIN THAT AGENCY WHEREAS, Harnett County desires to (County or local agency) protect against liability claims and property losses and to provide for payment of claims or losses for which the county may be liable; and WHEREAS, the North Carolina Counties Liability and Property Joint Risk Management Agency been established pursuant to G.S. §153A-445 (a) (1) and G.S. §160A-460 through • §160A-464; and WHEREAS, it is desirable for Harnett County (County or local agency) to join the North Carolina Counties Liability and Property Joint Risk Management Agency in order to provide a method of risk sharing for liability claims and property losses; NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Harnett County hereby adopts the interlocal agreement entitled "Interlocal Agreement Establishing the North Carolina Counties Liability and Property Joint Risk Management Agency," and thereby joins and agrees to participate in the North Carolina Counties Liability and Property Joint Risk Management Agency, which has been formed to create a group fund to pay liability claims and property losses of the counties and other local agencies joining the agency. BE IT FURTHER RESOLVED that Teddy Byrd is (County official) authorized to execute the application to join the North Carolina Counties Liability and Property joint Risk Management Agency. This the 5th day of August U 2002 Attest:64.� • Kay Blanc ard, Clerk T ddy Byr C airman Harnett County Board of Commissioners cc: NCACC, PO Box 1488 Raleigh, NC 27602 RESOLUTION TO ADOPT THE INTERLOCAL AGREEMENT AND TO JOIN THE NORTH CAROLINA ASSOCIATION OF COUNTY COMMISSIONERS JOINT RISK MANAGEMENT AGENCY WORKER'S COMPENSATION FUND WHEREAS, Harnett county is required to provide payment of 1, (County or local agency) workers' compensation claims to employees; and WHEREAS, the North Carolina Association of County Commissioners Joint Risk Management Agency has been established by counties pursuant to G.S. §153A-445 (a) (1) and G.S. §160-A-460 through §160A-464; and WHEREAS, it is desirable for Harnett County to join the North (County or local agency) • Carolina Association of County Commissioners Joint Risk Management Agency and participate in its workers' compensation fund in order to provide a method of risk sharing for workers' compensation claims of its employees; NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Harnett County hereby adopts the interlocal agreement entitled "Interlocal Agreement for a Group Self Insurance Fund for Workers' Compensation Risk Sharing," and thereby joins and agrees to participate in the North Carolina Association of County Commissioners Joint Risk Management Agency which has been formed to create a group fund to pay and service the workers' compensation claims of the employees of the counties and other local agencies joining the Agency. NORTH CAROLINA BARNETT COUNTY RESOLUTION OF THE BARNETT COUNTY BOARD OF COMMISSIONERS DECLARING ITS INTENT TO CLOSE PUBLIC ROAD OR EASEMENT AND CALLING A PUBLIC HEARING ON THE QUESTION Whereas, the Harnett County Board of Commissioners has been asked to close the below referenced public road or easement; and Whereas, the provisions of North Carolina law require that a resolution be adopted by the Board of Commissioners declaring the intent of said board to close such public road or easement; • and Whereas, said board is required by North Carolina law to call a public hearing on the question and to hear all interested persons who appear with respect to whether the closing would be detrimental to the public interest or to any individual property rights. Now, Therefore, be it resolved by the Harnett County Board of Commissioners as follows: 1. It is declared to be the intent of the Harnett County Board of Commissioners to close the public road or easement which has heretofore served as a portion of SR 1207 (Seawell Rosser Road) as herein described. The public road or easement portion to be closed is that which formerly intersected NC Highway 87 and is bounded by monuments beginning with Survey Station 92+52.192 and ending with Survey Station 94+67.333, Survey Line L, as is shown on the plat of the North Carolina Department of Transportation which is attached hereto and incorporated herein by reference. 2. A public hearing on the proposed closing of said public road or easement shall be conducted by the Harnett County Board of Commissioners at 9 : a.m. on the 3rd day of Sept. , 2002, at which time said board shall hear all interested persons who appear with respect to whether the closing would be detrimental to the public interest or to any individual property rights. Said public hearing shall be conducted in the assembly room of the Harnett County Office Building, 102 E. Front Street, Lillington, NC 27546. 3. Notice of said public hearing shall given as provided in North Carolina General Statute 153A-241. Duly adopted by the Harnett County Board of Commissioners this 5th day of August, 2002. Resolution North Carolina Aging Programs WHEREAS, many Harnett County senior citizens receive services through programs funded in part by the State of North Carolina; and WHEREAS, these programs include Senior Citizen Development and Research, Area Agency on Aging Administration, Senior Tar Heel Legislature and Support for Alzheimers' Contracts; and WHEREAS, these programs face reductions in funding as a result of pending budget action by the State of North Carolina; and WHEREAS, significant budget cuts in these areas would hinder the delivery of programs to seniors in our county. NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of Commissioners does hereby request that the North Carolina General Assembly make every effort to minimize the budget cuts incurred by Aging Programs across the state.
