The Harnett County Board of Commissioners met in regular session on Tuesday, September 8,
2015, in the Commissioners Meeting Room, County Administration Building, 102 East Front
Street, Lillington, North Carolina.

Chairman Burgin called the meeting to order at 9:00 am. Commissioner McKoy led the pledge
of allegiance and invocation.
Mr. Jeffries recognized Harnett County Child Support Enforcement Supervisor Angela Warren
who recently received the Employee of the Year Award at the NC Child Support Services
Conference in Asheville. Mrs. Warren was recognized for her dedication to the children of our
state through the pursuit of excellence in the performance of her job. Mrs. Warren spoke.
Harnett County Social Services Director Paul Polinski and Child Support Program Manager
Frances Avery also addressed the group.
Mr. Jeffries also recognized Harnett County Public Utilities Director Steve Ward and Water
Treatment Plant Supervisor Allan O'Briant, on behalf of the Harnett County Water Treatment
Plant Team, for receiving the Partnership for Safe Water's 10 -Year Directors Award of
Recognition. Mr. Jeffries said this recognition means that for the last ten years Harnett County
Public Utilities has gone above and beyond the normal water filtration requirements to provide
customers with the highest quality water possible. Mr. Ward and Mr. O'Briant addressed the
group. Group photos were taken with award recipients and commissioners.
Chairman Burgin called for additions and deletions to the published agenda. Commissioner
Elmore moved to approve the agenda as presented. Commissioner McKoy seconded the motion
which passed unanimously.

3. Harnett County Public Library requested permission to apply and receive NC State Aid
by the NC Department of Cultural Resources, State Library.
4. Harnett County Public Library requested permission to accept the "Let's Talk About It"
grant from the NC Humanities Council in the amount of $1,000. This grant will allow
the Library to implement the adult discussion series "Tar Heel Fiction: Stories of
Home ". There is a 2 to 1 cash and/or in -kind match required that can be sufficed through
staff salaries alone.
5. Senior County Staff Attorney requested public disclosure, per NCGS 143- 318.11(a)(3),
of the claim of Tommy Wall - final settlement of $50,000.
6. Senior County Staff Attorney requested public disclosure, per NCGS 143- 318.11(a)(3),
of the claim of Quovadis O'Quinn - final settlement of $27,500.
7. Senior County Staff Attorney requested public disclosure, per NCGS 143- 318.11(a)(3),
of the claim of Erin Tucker - final settlement of $45,000.
8. Harnett County Engineering and Facility Maintenance requested approval to create a new
position to work with the grounds crew to manage the several County owned properties.
Staff has been using part-time workers to assist with grounds maintenance however a
full -time position would allow them to recruit an individual with more experience, skills
and training. The salary for this position will be split 50/50 between Solid Waste and
Public Buildings and funding for this position will come from part-time budget for these
departments. The equipment is already in place for this position.
9. Harnett County Public Utilities requests approval of write -offs for the second quarter of
2015 in the amount of $21,288.72. The facilitation of these write -offs is an important
step in a continuing effort to effectively manage collections and bad debt. HCDPU is
currently using the Local Government Debt Setoff Program and On -Line Collections,
Inc. to help collect delinquent accounts.

10. Harnett County Emergency Services requested approval of a department reorganization
for succession planning. This reorganization will consist of 1) Fire Marshall to
Emergency Services Deputy Director, from salary pay grade 75 to salary pay grade 79;
2) EMS Operations Assistant to Emergency Services Administrator, from salary pay
grade 66 to salary pay grade 71. These changes can be absorbed in the department's
current budget.
11. Harnett County Emergency Services requested approval of the addition of four new full -
time positions for the Emergency Services Department/EMS Division; one EMS
Logistical Officer and three EMT - Paramedics. These positions are being requested to
enable EMS to respond to high call volume in a timely manner. These positions are
requested to be effective January 1, 2016 with a total cost $126,952 for January 1, 2016
- June 30, 2016.
Chairman Burgin opened the floor for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes.
- Charles Royal of 1425 Keith Hills Road in Lillington, Chairperson of the Advisory
Committee of Harnett County Parents As Teachers, spoke about the Parents As Teachers
Program. He said the program is supervised by the local Harnett County Cooperative
Extension and also operates under the watchful eye of internationally acclaimed Parents
As Teachers. Mr. Royal said this is a 16 year old evidence -based program, and through
home visits, changes parenting behaviors long -term and readies preschool children for
school. Mr. Royal distributed material which included a letter stating the program needs
$32,000 to maintain operations through June 30, 2016.
— Donna Rigby of 830 Sierra Trail in Spring Lake spoke in support of the Parents As
Teachers Program and asked commissioners to consider funding the program. She said
the program ensures services are made available to those in need.
— Glenn Johnson of Buies Creek spoke in support of the Parents As Teachers Program. He
said the program emphasizes on children and family which are the two most basic
components of our society. He said it is critical that the county keep this program viable
and functioning.
— Susan Byerly of 407 Old Post Road in Erwin spoke in support of the Parents As Teachers
Program. She said there are people in our society who do not know how to parent. Mrs.
Byerly said this particular program is crucial and they are not asking for a lot of money to
keep a program to make children and parents in Harnett County have success.
Commissioner McKoy said she was impressed with material provided and asked how they
measure the program's success. Wanda Hardison of 139 Lynch Avenue in Buies Creek
responded that every parent in the program has adopted at least one of the 8 critical practices,
deemed vital by the National Parenting Educational Model, of which a changed behavior was
observed. Mrs. Hardison said helping parents change behaviors long -term stops abuse and
neglect. Melanie Graham, Harnett County Parents As Teachers Program Coordinator, said
assessments and screening are completed with all families enrolled in the program as required by
the Parents as Teachers National Model.

Commissioner Miller moved to approve the appointment listed below. Vice Chairman Springle
seconded the motion which passed unanimously.
BOARD OF HEALTH
Linda Sturdivant, (nominated by Commissioner Miller) was appointed to serve on this
board as the public member position for a term of three years ending September 30, 2018.
Mr. Jeffries presented the following reports:
- Sandhills Center Quarterly Fiscal Report
- Veteran Affairs Activities Report — August 2015
In response to commissioners asking about any type of eligibility requirements for citizens in
need of water and sewer taps, Mrs. Stewart reported that Public Utilities and Community
Development have agreed to partner on a program that will follow the same requirements as the
CDGB grants. Citizens will be screened through an eligibility process however they do not think
there will be many that qualify.
Commissioners agreed to hear informal comments from Kathy Gower of 109 Ashley Lane in
Dunn who spoke in support of the Parents as Teachers Program. Mrs. Gower said 75% of
everything you will ever learn is learned in the first two years of life and Parents As Teachers
work with parents during these critical years with powerful results. Mr. Gower said early
identification and intervention can save cost in the long term.
Chairman Burgin called for any new business. Vice Chairman Springle asked staff to follow up
on seven recent Supreme Court rulings which could apply to our county. Commissioner
Springle also asked about moving forward with the Nonprofit Committee. Mrs. Stewart said
staff believes it would be best to get the committee set -up and then allow the members to set
their own rules and guidelines. Vice Chairman Springle also inquired about the status of the new
sign at the Harnett County Jetport. Mrs. Stewart noted that Barry Blevins would be presenting
about the sign at the upcoming special session.
Commissioner McKoy moved that the Board go into closed session to 1) discuss matters relating
to the location or expansion of industries or other businesses in Harnett County; and 2) to consult
with the County legal staff in order to preserve the attorney - client privilege concerning the
handling of certain claims and litigation namely "Derek Sharp vs County of Harnett" 1C File No.
Y21882. This motion is made pursuant to N.C. General Statute Section 143- 318.11(a)(4) &(3).
Commissioner Elmore seconded the motion which passed unanimously.
