Powell Bill Monies - Low Bidder Recommendation Letter - 7-11-11 July 11, 2011 R e : C i t y o f D u n n , N C D o w n t o w n R e v i t a l i z a t i o n D M P P r o j e c t E - 3 8 5 4 ( A L ) Mr. Ronnie Autry City Manager City of Dunn PO Box 1065 Dunn, NC 28335 Dear Ronnie: The City of Dunn received bids for the City’s Downtown Revitalization Project at 11:00 am June 29, 2011. A total of four (4) bids were received, opened and read aloud. The bids are as follows: Base Bid Alternate Bid Total Bid Burney & Burney Construction $1,561,184.16 $557,026.00 $2,118,210.16 Triangle Grading & Paving $1,688,167.00 $484,000.00 $2,172,167.00 Highland Paving $1,698,618.79 $529,815.30 $2,228,434.09 Narron Contracting, Inc. $2,114,034.00 $605,502.00 $2,719,536.00 After further evaluation of bids received and based on information submitted to the City by Burney & Burney Construction, their low bid submitted on June 29, 2011 has been deemed acceptable. Burney & Burney Construction is an experienced contractor and is properly licensed by the State of North Carolina to perform paving projects. We recommend that the City of Dunn tentatively award a contract to Burney & Burney Construction in the amount of $1,561,184.16 for this project. This award is contingent upon approval by USDA Rural Development. The Alternate Bid for this project was for a Festival Lighting System. At this time, our recommendation would be to not award the Alternate Bid and re-evaluate the scope and design of this system. If this system can be redesigned and scaled down, but still meet the needs of the City, this work could be added to the project at a later date. The Project Cost Estimate has been updated with bid numbers for the street, sidewalks and signals and also updated with refined costs from the participating utility companies identified in the Utilities by Others (UBO) Plans. A summary of this updated Project Cost Estimate is as follows: Mr. Ronnie Autry, City Manager City of Dunn, North Carolina July 11, 2011 Page 2 COMPONENT UPDATED COST Streets, Sidewalks, Signals $1,561,184.16 Utilities by Others (UBO) $560,000.00 Engineering Planning, Design & Construction Admin $231,000.00 Resident Project Representative (RPR Inspection) $107,886.00 Project Incidentals (Legal/Interim Interest, etc.) $70,000.00 Construction Contingencies (5%) $106,059.21 Total Current Estimated Project Cost (July 2011) $2,636,129.37 Construction Contingencies, etc., are budgeted at approximately 5% of construction due to unknown costs that may occur during construction. Construction related technical services are based upon the inspection intensity anticipated for this project. Upon City Council tentative approval, we will forward the appropriate documentation to USDA for approval. Once approval is received we will proceed with scheduling a pre-construction conference. Services related to our Construction Inspection and Administration Services, for the Downtown Revitalization Project, are discussed and submitted for approval as part of our original Engineering Agreement.
