SECTION I. INSTRUCTIONS
PURPOSE: This Request for Proposal serves as official notice that Harnett County is soliciting proposals/bids or a Generator for Harnett County Public Utilities.
SUBMITTA
L OF PROPOSALS/BIDS: Bids must be submitted on the attached bid form. All bids must be received by March 21, 2014 no later than 3:00 p.m.
OFFICIAL SIGNATURE: An authorized official/person
acknowledging full understanding of the information contained in this RFP must sign the Execution of Proposal Page.
BID OPENING: All bids will be opened and read at the time and date
specified at the Harnett County Public Utilities Business Center, Conference Room 101.
SPECIFICATIONS: The attached specifications represent the minimum general characteristics desired
in the products/services to be purchased. These requirements are not intended to eliminate competition, but they are intended for the protection of each and every bidder, the County,
and to insure, if possible, that all bids submitted shall be upon a fair and comparable basis and that prices submitted shall not be subject to correction or alteration after the bid
has been received, opened and read.

Bidders shall provide the names of three (3) references. Reference information shall include the following: company name, company address, contact person and contact number.
REJECTION
OF BIDS: The County reserves the right to reject any or all proposals submitted, to waive informalities in bidding, and to accept a proposal other than the lowest submitted if such
action is deemed to be in the public interest.

Generator
The generator shall be a CAT, Cummins, Generac or Kohler or equivalent to with Diesel Engine Driven, Rated 800 kW, 1000 VA, @0.8 PF, 277/480
VAC, 3 Phase, 60 Hz. To include a one year warranty and guaranteed delivery by June 2, 2014.

Fuel Tank will contain enough fuel to run the generator set at 100% of the rated load for the period of 24 hours.
