JUNE 25, 2014
The City Council of the City of Dunn continued the City Council Meeting of Tuesday, June 10, 2014,
and Friday, June 20, 2014 on Wednesday, June 25, 2014 at 6:00 p.m. in the Dunn Municipal
Building. Present at the continued meeting was Mayor Oscar N. Harris, Mayor Pro Tem Buddy
Maness, Council Members Carnell Robinson, Frank McLean, Billy Tart, Chuck Turnage and Billy
Barfield. Also present was City Manager Ronnie Autry, Chief Building Inspector Steven King,
Planning Director Samantha Wullenwaber, Recreation Director Perry Hudson, Police Chief Jimmy
Pope, Police Captain Johnny Royal, Public Works Director Billy Addison, Public Utilities Director
Dean Gaster, Librarian Mike Williams, City Attorney P. Tilghman Pope, City Clerk Debra West,
Administrative Assistant Melissa Dudley and Daily Record Reporter Keilah Goff.

Mayor Harris reconvened the meeting at 6:00 p.m. and gave the invocation. Afterwards, the Pledge of
Allegiance was repeated.
Budget Amendments
Fiscal Year 2013 -2014
Motion by Council Member Barfield and seconded by Council Member Turnage to approve Budget
Amendments #13 - #14. Motion unanimously approved. A copy of BA #13 - #14 is incorporated into
these minutes as Attachment #1.
Adoption of Fiscal Year
2014 -2015 Budget
Mayor Harris apologized for his misunderstanding at the last meeting. He thought that an additional
$119,000 would need to be added to the budget which would create a tax increase or it would have to come
from the fund balance which was not correct. Those funds were already accounted for in the proposed
budget.
Mayor Harris yielded to Manager Autry for his remarks and findings to finalize the budget.
Manager Autry proposed the following adjustments to the FY 2014 -15 Budget which does not include a tax
increase:

Mayor Harris explained that these adjustments will allow current revenues to fund current expenditures and
does not require a tax increase or the use of fund balance.

Proposed Fee Schedule for
FY 14 -15
The proposed fee schedule was presented to the Council with amendments as listed above to include a
residential garbage rate increase of $0.95 /month which will bring the monthly charge to $13.95, $1.00
additional sewer base rate and governmental bulk water rate without a minimum gallons per day guaranteed
in their contract increased to $4.00 per 1,000 gallons.
Motion by Council Member Barfield and seconded by Council Member McLean to adopt the Fiscal Year
2014 -2015 Budget. Motion unanimously approved. A copy of FY 14 -15 budget ordinance (02014 -11)
and fee schedule is incorporated into these minutes as Attachment #2.
Information
Mayor Harris informed the Council that he received a letter from Scott Farmer, Director of Rental
Investments with the NC Housing Finance Agency advising that the City is being requested to comment on
Harnett Commons Apartments which plan to construct affordable housing in the City. He asked the City
Manager to supply a copy of the letter to each Council member and requested the Planning Department to
prepare a letter of response.
Library Information
Council Member Barfield informed the public that the carpet at the library will be installed beginning next
week.
With no farther business to discuss, a motion was made by Council Member Barfield and seconded by
Council Member Billy Tart to adjourn the meeting at 6:40 p.m. Motion unanimously approved.
