06262008356 MINUTES CITY OF DUNN DUNN, NORTH CAROLINA The City Council of the City of Dunn held a Special Call Meeting on Thursday, June 26, 2008, at 1:30 P.m. in the Dunn Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tern N. Carnell Robinson, Council Members Buddy Maness, Billy Tart and Joey Tart. Also present was City Manager Ronnie Autry, City Attorney P. Tilghman Pope, City Clerk Debra West and Daily Record Reporter Reece Murphy. Council Members Galbreath and Turnage were absent. INVOCATION Mayor Harris opened the meeting at 1:30 p.m. and gave the invocation. Afterwards the Pledge of Allegiance was repeated. ITEMS FOR DECISION BUDGET AMENDMENTS Mayor Harris explained that the FY 06- 07audit is nearing completion and Cherry, Bekaert & Holland Accounting firm has been secured to assist with the FY 07 -08 audit. He explained that the audit delay was due to the situation of the Finance Director. He thanked City Accountant Debbie Williams and employees of Cherry, Bekaert & Holland for all their hard work and assistance in completing the 06 -07 audit. He has requested the services of Cherry, Bekaert & Holland for the upcoming FY 07 -08 audit, which will be done in a timely manner. Mayor Harris stated that these budget amendments are house - keeping items, and they are not picking up any fund balance, only reclassification of line items. Mayor Harris yielded to Manager Autry to explain the amendments. Manager Autry gave a brief detail for each end of the year budget amendment (BA) presented: BA 28 — Adjustment to the line items that affected two police officers that were inadvertently taken from an old grant account. This has been corrected to the general police department account. These are reclassification amendments only. BA 29 — Adjustment to the parking lot improvements account. Funds were authorized by the ABC Board. Extra paving was done, the design & engineering was not factored in the original cost, so there was an overrun of $25,000. BA 30 — Adjustment for the rise in chemical costs plus freight increase. Also, a new fluoride tank was installed and $10,000 was received in the form of a grant from the North Carolina State Health Department. BA 31— Adjustment for the payout of vacation and sick time to full -time firemen transferred due to the creation of Dunn Emergency Services. Vacation pay amount was $21,950 and sick pay was in the amount of $18,970. During the year, major repairs were made to the ladder truck which exceeded $33,000. Also, consulting fees were paid in the amount of $4,725 for the fire truck grant and $2400 for the SCBA air pack grant. Mayor Harris asked Mr. Autry if there would be any outstanding obligations to the Fire Department at the end of June. Mr. Autry responded no. Mayor Harris asked Mr. Autry to explain the vacation and sick leave payout. Mr. Autry explained that the vacation time will be paid to the employee. Sick leave for each employee will be carried over to Dunn Emergency Services and placed in a restricted account for five years. The intent was that the employee will leave the Dunn Fire Department in the same position as when they begin employment with Dunn Emergency Services and will not lose their accumulated sick leave. Motion by Council Member Maness, seconded by Council Member Billy Tart to adopt budget amendments #28 - #31. Motion unanimously approved. A copy ofBudget Amendments 428 - #31 is incorporated into these minutes as Attachment W. INFORMATION Mayor Harris announced he has a draft copy of the FY 06 -07 audit. Manager Autry announced that he has made an offer of employment to a Finance Director who is currently a CPA and also serves as Finance D for another municipality of like size. Tentative start date is July 30, 2008.
