02232002u is HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting (Retreat) February 23, 2002 The Harnett County Board of Commissioners met in special session on Saturday, 23, 2002, at the Triangle South Enterprise Center, 600 S. Magnolia Ave., Dunn, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice Bailey Hill, Vice Chairman Walt Titchener Tim McNeill Dan B. Andrews arrived at 11:30 a.m. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Jerry Hartgrove, Economic Development Director Guest: Johnson Tilghman, Chairman, Economic Development Commission At 8:30 a.m. Chairman Byrd reconvened the meeting that was recessed February 18, 2002, and called on County Manager Neil Emory. Mr. Emory reviewed the retreat agenda and provided a brief "year in review" noting major items affecting Harnett County Government. The two main topics this past year were state budget and economic development. Mr. Emory noted the accomplishments of goals set in the Economic Development Assessment and Action Plan by Leak -Goforth Company, LLC. Johnson Tilghman, Chairman of Harnett Forward Together Committee, elaborated on Mr. Emory's report and discussed proposed industrial park sites and other projects that the Harnett Forward Together Committee (HFTC) is currently working on. Commissioner McNeill moved for the Board to go into closed session for the following purpose: to instruct the County staff concerning the position to be taken on behalf of the County in negotiating the terms of a proposed contract for the acquisition of real property. This motion is made pursuant to General Statute 143-318.11(a)(5). Commissioner Hill seconded the motion and it passed unanimously. Commissioner Hill moved for the Board to come out of closed session. Commissioner McNeill seconded the motion and it passed unanimously. The Board discussed plans for an Economic Development Summit II. Mr. Emory led a discussion on the following issues: 1. Budget • A. Response to Governor's Cuts B. Budget Status 2001/2002 C. Budget 2002/2003 D. Sales Tax 2. Education/Capital Project 3. Public Buildings and Facilities A. Current Needs B. Landfill Property/Permitting of New Facility C. Communications/Dunn 6. Legislative Agenda A. Meeting with Legislators B. Legislative Study Commissions. There being no further business, Commissioner Hill moved for adjournment. Commissioner Titchener seconded the motion and it passed unanimously.
