02202002HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting (Proposed Passenger Rail Service) February 20, 2002 The Harnett County Board of Commissioners met in special session on Wednesday, • February 20, 2002, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice Bailey Hill, Vice Chairman Dan B. Andrews Tim McNeill Commissioner Walt Titchener was absent. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board George Jackson, Planning Director Also attending were representatives from the municipalities in the County. Chairman Byrd called the meeting to order at 7:00 p.m. and stated that the purpose of this special meeting is to discuss proposed passenger rail service between Raleigh and Wilmington. Neil Emory, County Manager, provided background information regarding the County's involvement in the process. Chairman Andrews noted that at a meeting he attended, he discovered a former proposed route through Lillington had • been deleted from the plans. Jim Caldwell, Director, Mid -Carolina Council of Governments, stated that the municipalities need to elect someone to represent them on the Transportation Advisory Committee. The group elected Wanda Gregory, Angier Mayor, to serve in that capacity. Commissioner Dan Andrews had been elected to represent the County on the Committee. A presentation on Amtrak's National Passenger System and current proposal for expansion of the system between Raleigh and Wilmington was presented by Richard D. Heicksen, Secretary of the Transportation Advisory Committee and Transportation Coordinating Committee of the Fayetteville Area Metropolitan Planning Organization, and Don Stewart, Member of the North Carolina Department of Transportation Rail Advisory Committee. After the presentation, Chairman Byrd opened the meeting for general discussion by all attendees. There being no further business, Commissioner McNeill moved for adjournment.
