08PBMinutes14 SignedHARNETT COUNTY PLANNING BOARD Lillington, NC 27546 August 4, 2014 The Harnett County Planning Board met on Monday, August 4, 2014 at 6:30 p.m. in the Administration Building in Lillington, NC. Board Members present were: Curtis Bullion, Chairman; Kathy Wood, Vice Chairman; Carnell Robinson, Jay Smith and Alternate Everett Blake. Planning Services Staff Members present were: Randy Baker, Senior Zoning Inspector and Teresa Byrd, Planner I and Recording Secretary. Chairman Curtis Bullion called the meeting to order and gave the invocation. June minutes were presented for approval. Carnell Robinson made a motion to approve the minutes as written with a second by Kathy Wood. There was a unanimous vote to approve. Proposed New Ordinance: Requested by: Harnett County Planning Services; Police Power Ordinance; Administrator: Harnett County Sheriff; Reason: Increase concerns over the life, health and safety of Harnett County citizens as related to the discharge of firearms and explosives. Randy Baker, Senior Zoning Inspector gave an update as to how the ordinance came about. Mr. Baker stated that the Sheriff's Department had received numerous complaints and questions about the discharge of firearms. Mr. Baker went on to say that it was not a lengthy ordinance and that it would not be implemented by the Planning Department, but by the Sheriff's Department. Mr. Baker explained the ordinance was in two sections and there would be restrictions on the discharge of firearms, as well as explosives. Mr. Baker then went on to explain the ordinance and the reasons behind it. Many questions were asked by Kathy Wood as to why compound bows /cross bows were not included. Board member Jay Smith felt the ordinance was a little too stringent on property owners and gun owners. Everett Blake asked about the misdemeanor charges and why there was not a step process as to the 1St, 2"d or 3rd offense and Mr. Baker went on to explain that the Sheriff issues civil penalties and answered the many questions the board had. Carnell Robinson asked what was a common explosive and Mr. Baker explained something which is called "Southern Thunder" and is a compound mix called tannerite. Mr. Baker stated it was used for target practice when shooting firearms and can be a very loud explosive. Kathy Wood felt the ordinance had a lot of gray areas and Mr. Baker stated it was not a solve all ordinance, but they had to start somewhere. Carnell Robinson stated it was a starting point, but it could be amended and Mr. Baker stated yes. Al Williams came to talk about the explosives part of the ordinance. Mr. Williams stated his concerns about the explosives that had been discharged in his area off Wade Stephenson Road. There was a motion by Carnell Robinson to recommend approval with concerns forwarded to the County Commissioners. Kathy Wood seconded the motion and there was a 4 -1 vote to approve, with Board member Jay Smith opposed.
