06041956JUNE 4th. 1956 TheBoard of Commissioners met in regular sesson on Monday, June 4th., at 10:00 A. M. with all members present except R. L. Pate who was absent. Also present were the County 'attorney, the Clerk to Board, and the"uditor The report of Elizabeth F. Matthews, Clerk Superior Court, was approved and filed. The report of D. P. hay, Wax Collector, was approved and filed. The report of Kyle Harrington, Clerk of Recorder'sCourt, was approved and filed. The report of Inez narrington, hegister of Deeds, was approved and filed. The report of L. B. McLean, Veteran's service Officer, was approved and filed. The reports of B. H. Sellars andhoy Godwin, 'lectrical Inspectors, were anproved and filed. The report of Earl Wells, log Warden, was approved and filed. ihe Board appointed J. E. Womble as a member of the 'Welfare Board. for a term of three years. Commissioner Johnson moved, seconded by Commissioner B. P. Ingram, that Herbert Carson be and he is hereby named prepayment tax collector for the year 195b. Motion carried. C. R. tmmons, County £arm Agent, presented the budget for the year 195o -57 for the Cooperative Extension work in Harnett County and requested an increase of salary of $20.00 per month for all employees with exception of Assistant Home Demonstration Agent , an estimated budget of about $2100.00 increase. Commissioner Ingram moved, seconded by Commissioner Womble, that the Air Condition Units in the Veterans Service Office and in the Clerk of hecorders Court be paid for in the amount of $585.00. Motion carried. TheBoard granted the use of the Commissioners noom to Series Johnson, Fax Supervisor, for the use of complying the tax record during the Summer months. Earl H. wells, Dog Warden, appeared before theBoard and requested the addition of an Assistant Dog Warden and an increase of $1/000.00, in the estimated budget for the year 195o -57. Commissioner Ingram moved, seconded by Commisstoner Womble, that an assistant Dog Warden be appointed at a salary of $2,880.00, and he is to begin his duties on July 1, 195o. Motion carried. Commissioner Johnson moved, seconded by Commissioner Ingram, that David H. Young, Black hiver 'lownsh.i.p, be released of Penalty for the late listing of his property for taxation in the year 195o. Motion carried. Dr. Hunter, Health Officer, appeared before theBoard and requested a raise in salary Of $20.00 per month for each and all the office personnel and presented his estimated budget of $50,185.00, for the year 1956-57. The Following Hoad Petitions were approved: (1) to build and maintain that road in Anderson Creek Township starting on # 210 approximately 2 miles just below Anderson's Creek School and stops at S$nter's hoed. (Petition given to M. N. Shaw for presentation) Q2) lo work up and fill holes on that road in Averasboro Township, which runs from Fairground Road to Highway # 301 known as Memorial hoed. (petition mailed to State highway and Public works Commission in Fayetteville) (3) To pull up and fill in holes and Maintain that road in Anderson Creek Township which runs from highway f210, 200 yards from Daniels Chapel Church and known as Church Road, a distance of 1 mile (Petition mailed to the estate Highway and Public norks Commission in Fayetteville) The Board of.Commissioners for the, County of Harnett, North Carolina, met in regular session at theCounty Courthouse in Lillington, North Carolina, the regular place of meeting, at 10:00 O'clock A.M., June 4, 1956. Present: Chairman L. A. Tart, and Commissioners Johnson, Ingram and Womble. Absent: Commissioner Pate. Commissioner Ingram introduced the following resolution which was read: RESOLUTION PROVIDING FOR THE ISSU ANCE OF $1,000,000 SCHOOL BUILDING BONDS, SERIES B BE IT RESOLVED BY the Board of Commissioners for the County:of Harnett: Sectionl.. That the Board ofCommissioners has determined and does hereby find and declare: (a) That an order authorizing 2,000,000. School Building Bonds of the County of Harnett was finally passed on April 4, 1955, which order was approved by the vote of a majority of the qualified voters of said County who voted at an.elec- tion duly called and held on May 28, 1955. (b) That on October 17, 1955 said Board passed a resolution fixing the de- tails and form and manner of execution of said .$2,000,000 bonds, which resolu- tion is entitled: "resolution Fixing The Details And Form and Manner of Execution Of $2,000,000 School Building Bonds`, and on November 7, 1955 said Board passed a resolution concerning the' places of payment of•the principal of and the interest on said bonds, which resolution is entitled: "RESOLUTION AMENDING A RESOLUTION ADOPTED ON OCTOBER 17, 1955, ENTITT,FD: '.RESOLUTION FIXING THE DETAILS AND FORM AND MANNER OF EXECUTION OF $2,000,000 SCHOOL BUILDING BONDS' (c) That $1,000,800 of said bonds have heretofore been issued pursuant to said resolution and order and a resolution passed on October 17, 1955 entitled: "RESOLUTION PROVIDING FOR THE ISSUANCE OF $1,000,000 SCHOOL BUILDING BONDS, SERIES A, said $1,000,000 bonds consisting of 1,000 bonds of the denomination of $1,000 each, numbered 1 to 1,000, inclusive, designated "School Building Bonds, Series A" dated No ember 1, 1955, and maturing annually, May 1, in numerical order, lowest numbers first, $40,000 1957, $}0,000 1958; $20,000 1959 $25,000 1960, $25,000 1961, $30,000 1962 to 1971, inclusive, and $50,000 1972 to 1982, inclusive, without op- tion of prior payment (d) That it is necessary that Harnett County, acting as an administrative agent of theState in providing a State system of public schools, provide for the issuance of the unissued $1,000,000 bonds authorized by said order. Section 2. That said unissued $1,000,000 bonds shall be issued at this time, shall be designated " SCHOOL BUILDING BONDS, SERIES B ", and shall consist of $1,000 bonds of the denomination of $1,000 each, numbered 1 to 1,000 inclusive, and said bonds shall mature annually, -May 1, in numerical order. lowest numbers first, $30,000 1959, $35,000 1960 to 1971, inclusive, and $50,000 1972 to 1982, inclusive, without option of prior payment. Section 3. That the action of the County Attorney in applying to the Local Government Commission to advertise and sell said $1,000,000 SCHOOL BUILDING BONDS' Series B, be and the same is hereby ratified and confirmed. Upon motion of Commissioner Ingram, seconded by Commissioner Womble, the foregoing resolution entitled: " RESOLUTION PROVIDING FOR THE ISSUANCE OF $1,000,000 SCHOOL BUILDING BONDS, SERIES B" was passed by the following vote: Ayes: Commissioner Ingram, Womble, and Johnson Noes: None 539 WHEREAS, David H. Young failed to list his 1956 taxes within the listing period which expired on February 15, 195b, but did undertake to list the same with the list taker for his township on February lb, and said list taker declined to accept said listing at such time; and WHEREAS, it appears to the satisfaction of the Harnett County Board of Commiss- ioners that the failum of the said David H. Young to list such taxes within the listing period was due to his absence from the County by reason of physical dis- ability; and WHEREAS, it is the opinion of the Board of Commissioners that under such circumstances the said David H. Young should be released of the late listing pen- alty, except the amount of $1.00; NOW, THEREFORE' be it resolved that the late listing penalty assessed against the said David H. Young for the year 1956 be and the same is hereby ordered re- leased for good cause shown, except that a .natty in the amount of $1.00 shall be assessed and collected by reason of such late lisping. Upon motion of Commissioner Johnson, aseconded by Commissioner Ingram, the foregoing resolution was unanimously adopted. The Board recessed to reconvene Nonday June llth. at 7:30 P. M.
