070519099s-- Monday July 5th 1909. Board of County Comissioners met in regular session Monday July 5th 1909, Preswnt R.G. Taylor Chm D.P. Mcdonalde J.A. Smith T.A. Harrington W.H. Turlington, being full board. The following reports was read and accepted. to -wit:- Gentleman :- Agreeable to the wishes of Mr ,Taylor ',visited Lillington and made an inspection of the masonry and iron work of your new bridge over Cape Fear River at or Near the town of Lillington said County of Harnett and my findings are as follows:- Re Concret work -This work proves to be solid and well propotioned for hardness and durability. the di- mensions of these surports being respectively 20'*4dnd 20' 11 "x4t5teing aproximately as designated in the plan of the bridge in writting on the blue print- Re- •eel work- I, find this work fully up to plan and specifications as furnished by you. The two new zpan_sbeing much stronger constructed than the original span which was raised. Re- ';;orkmanship- This shows evidenced of being first class and carefully done. There is however some adjustmentsof truss rods needed, and a general tightening upXbrace rods under side of bridge floors especially of the old span. One latee±al rod in.the first span, Lillington side of the bridge should be made exact length of the next to if 1.1f order to make the strain on these rods equal, there having been a slight bend ih this rod to a it conform to the length of the other rod. there is one nut on the end of one of the X bra:•. :• ?.re theld span which does not go up on the rod as far as it should. This nut should be made to UT] at least one time the diameter of the rod. b.j removing the washer which is now on this rod and.substituting anxiron washer of about 1/4" in thickness and slightly drawing up on the nut, I think will pass muster. When these adjustments have been made , you can feel safe in accepting this bridge as afirst class job. That ';'her as, the County of Harnett has heretofore accepted the proposal of Messrs fisk and Robin- son, of Chicago, for the purchase W38000.00 of Harnett County Bonds 5;1, dated the first day of jauary 1909, and Maturing the January 1st 1939, with provision that the county may redeem the same at any date after January 1st 1919, the purchase price being par and accrued interest plus a prem- ium of 41827.00 together with the cost of engraving the bond; and now whereas said Fisk& Robinson have offered unto the County for said bonds the par value of the bondsand accrued interest plus a premium of yt2500.00, together with the cost of engraving the bonds providing the County will make said bonds to mature as follows, to- wit:.`1000.00 to be payable do January 1st ,each , 1n1920 and 1921, and 2000.00 annually from 1922 to 1939, inclusive; and whereas this last proposal is consid- ered. by the board of Comissioners t4 e mo advantageous to the County, it is therefore further r•e_clvedl by said board that said left n the same is hereby accepted, and that said bonds be issued to mature serially as therein "indicated, and it is ordered by the board that the County attorney communicate this action of the board to said Fisk& Robinson. Taylor Cbm, TO THE BOARD OF COMISSIONElae OF HARNETT COUNTY: The undersigned your comittee to make an inspection of the fence around the stock law territory of Buckhorn Hectors Creek and potions of Blackriver and Neills creek Townships beg to report: That we have examined the wire fence from the cross roads at Daniels McLeods to Kenneys creek as directed and that we find.the fence in areasonable good condition. Mr D.P. Mcdonald was appointed a committee to go over and check up the books of the Sheriff and report for their final settlement for 1908. H.McL Green be released from the payment of "•7.67 in error in U.L.River Township, The Board of County Comissioners met in adjourned session monday July 12th 1909 for the purpose of receiving the taxiists and such other business as mayregulary come before it. Present.a full board of Members lee following resolutions was adopted by unanimous vote to-wit:- It ordered that the carolina Engineering Company be paid One Thousand Dollars on account of extra work and n,w_..5 =.1, strenghing the west pier of the Duke bridge; that in payment thereof a county order be issued to said Co .- a ny payable sixty days after date and delivered to the chairman to be delivered to said Company upon comple'sier of said pier. It is order by the board that for the purpose of enaableing the the Carolina hngineering Company to borrow money for the purpose of completing the two bridges which it is erecting for the County across the Cape Fear River the Chairman of the board is authorized to give to said Company or its assigns a certificate or ex certificates transfering to the holder or holders of said certificate/ certificates any sum named therein not exceeding in the aggrlga.te, seven.•thou3and five hundred. dollars (17500.00) payable out of any suns which may become due said Carolina hngineerir_g Company, by said county under said contract for the erection of said bridges the sum.to be payable -at such time as such sum would be due the saidCarolina Engineering Co under said contract. Be it reothlved by the board of Commissioners of Barnett County,North Carolina that for the purpose of building bridges, the sane being for necessary exponses,thero are hereby authorized and directed to be is- sues Bridge bonds of said County to the amount•of Thirty Eight Thousand Dollars('38.000) dated the first day of January 1909, and becoming due as follows: One Thousand Dollars(1000.) on the first day of January in%the years 1920 and 1921, and Two T *ousand Dollars (2000) on the first day of January in each of the years 1922 to 1939 both inclusive, which said- bonds shall bear interest evidenced by coupons at the rate of five per cent(5) per annum, payable :semi annually on the first day of January and of July in each year. • 9( Both principal and interest of ea.id bond: shall be made payable at the Bankers Trust Company in the City of New York, State of New York. Both principal and interest of this bond are hereby made payable at the Bankers 'Trust Company in the City of New York State of New York, and for the prompt payment of this bond and the interest thereon, the full faith credit and resources of Harnett County are hereby irrevocably pledged. This bond is issued. for the purpose of Building bridges in and for Harnett County, being the necessary expenses thereof under the authority of an act of the General Assembly of the State of North Carolina entitled "AN Act to authorize the Comissioners Bf Harnett County to issue Bonds for the purpose of buil- ding Bridges in said County and for other purposes ", ratified February 23, 1909. And it is hereby certified and recited that all acts conditions and things required to be done prectdett to and the isnuance of this bond have been done, happened and been performed in regular and due form as required. by ILaw;that this bond is a valid and binding oblagation of Harnett County incurred for necess- ary expenses, and that the total indebtness of Harnett County, including this bond, does not exceed any of the constitutional or statutory limitations.
