MONDAY MAY 3 1909 The County Comissioners of Harnett County met in regular gewession present R.G. Taylor Chm,T.A.Har- ington, D.P. McDonald, J.A. Smith, W.H. Turlington, • The report of J.W. Raiford ,was read and ordered riled. The report of F.H. Taylor Clerk Superior Court was read and.ordesod filed and recorded. The report of J.H. Williams Treasurer was read and ordered filed and recorded. . • After receiving and canceling-vouohers and bonds turned in by the treasurer the board met in joint session with the sanitary board of the County to discuss the sanitary condition of the County and - also to elect a Supt of health. On motion of J.H. Withers the board proceeded to the election of supt of health and the following . names were placed in noaimati'on.Dr 347a Raiford was placed.ia nomination by Dr_�.F..McKay, and-' Dr L.J. Arnold was placed in nomination by T.A. Harington, They then proceeded Ao "vote by ballot and Dr L.J. Arnold received four Votes and Dr J.V. Halfbrd; repotted two, and Dr t.J,.Arnold was declared elected by the ojjairma}a. on motion of Dr J.F. Smith seconded by TA. Harington, that the °County make application for the free distribution of diphtheria antitoxin to the poor of the County as per Secretary's letter in regards to the subject, dated April 19,1909. . It was ordered by the Board that T.A. Barefoot be replaced on the Pauper list and be allowed $3.per Qr The board appointed mr D,P. Dupree, fence comissioners to be and appear be- fore this board. at their next "regntia'r meeting in June 1909. and show cause why: they should- t toput the said fence in good condition. t u7,a. 2 -J? 6� Res.:arbi the Board of Comissioners of Harnett County:Tha wher as said board at at4'a journed regu- lar session held on March 23d.1909, did by resolution of said board determine the necessity of ,and did authorize the of bonds of said County in the sum of THIRTY EIGHT THOUSAND DOLLARS for the purpose of paying the necessary •zpenees "Vat- said•Ceunty as set forth in the p e 1ptt/skaid resolution; and Whereas in said resolution the chairman of the board was authorized a sale of said bonds in such - Journal he might select „ and'to bali•for sealed bids for said bonds,,tW'be Opened and.passed upon by the board on April 27th 1909, as fully appears by reference to said resolution;and whereas after due advertisement by said Chairman in the 'DAILY BOND DD'YER" a.journal published in the -City of New York the board did meet in special session on the 27th day of,April 1909, all members of said board being present, and did open, simpers and canvassallr bide and proposals for`eaid bonds; and.whereas the bids of Fiske &Roberson of Chicago,I11. namely the.par value of the'bonds and Eighteen Hundred and Twenty sevenDollars and accrued interest and the ••ost of engraving Said benda4 for bonds of'the par value of THIRTY EIGHT THOUSAND DOLLARS bearing interest at 5, per annum, interest payable semi- annually, prin- cipal payable on the first .day of January 1939, or-at th•.option Of the Count* on and after the rifle day of January 1919, at any interest paying period, both intsres#,og �' p64.ncipal payable at some bank to be designated in the City of New York, was considered by,theA om3..sssioners to be the best and most advantageous bid and was duly accepted by the said Board; and whereas the Board of eomissioners still considers that said bid is the best and most advantageous, and the necessity of issuing said bonds still exists: • Now therefore the acts of the chairman .of this board in advertising said bonds for sale and the acts of the board in special session accepting said bid of Fisk &Roberson is hereby ratified and approved. Resolved further that J.C. Clifford County Attorney be and he is hereby authorized and directed to submit to said Fisk & Roberson certified coppies of such records as may be required of them, and to ascertain from them their desire as to the form,tenor and denomination of said bonds, and to prepare suitable resolutions to submit to this board for its action, fully authorizing the proper officers of the County to issue said bonds and to deliver the same according to law.
