Smith, being the full boned The following Preamble and resolution was intredueed by Osnissioanr MoDeamld, and on motion et Comiasicner Harrington, asoonded by Comissionir Smith, wee adopted by the following vote, those voting in the affirmative being Comissionsrs,taylor Ola ,Salth, Tur4imBtan` Barrington and McDonald, those voting in the negative none) Towit:- whereas, during the year 1906 mmprecsdintsd floods in the streams .t Barnett County destroyed or impaired numerous public bridges, and beleaagiaig to said Oouaty, is eiudlaig tars large steal bridges terns the Cape Fear River, one near the Tea0 e!•Lllli*gten Sin said County, and the ether -near the village of Duke in said County.And Whereas all or said bridges forasd part et the public reeds of said Qsunty, and were oboe - lutely neoessary Per the pnhtie vas of the eitialee et said County is troweling sail ,allele roads, and Whereas, the rebuilding and repairing of said bridges was,ead is a neoessary puedie expanse of the board of Comissionera of said•Ceusty,and, Whereas said Board has Rebuilt and repaired all et the smaller bridges destroyed by chid floods, and has paid for the same out of the public funds of Si Oeunty of Harnett under the oantntl et Mid board, and, Whereas two new steel bridges are new in peones of erection serest the Cape pear River on the respective sitesof the two former bridges hsreisbstore referred to, and Whereas theBoard of Comiaaioners hate been compelled at the public expense, to equipp, maintain, and op- erate two publio ferries, one near the town of Lllltngton and the ether near the Village of Duke, pend- ing the re- building Os of said bridges, which ferries will necessarily have to be oontinusd at the public 'expenseuntil said bridges areooaplsted and ready for use,anj,, Whereas the Board of Comissionsrs have deemed it nssessary in ores* to preserve the property of the Coun -ty, to expend the public funds under. the eoatroll et said Beard, to resists the iron, steel and other material of the two bridges soross the MOO Cape pear River, *hiela were *reeked by the floods, and, Whereas an account of extraSdrdinary expenses.whieh the. Board of Conissiowrs of said County have been compelled to advance for the purposes before mentioned, the Treasure, of said County has been so depleted that the Board of Coaissioners will be usable to meet the nsteessary expenses of the county with funds derived from the usual levy of taxes of said County, and, Whereas the Board has asoertained as a fact, that the extraordinary expenses of the County an- account of the objects enumerated, already sustained, together with an soourat. estimate of the n►esessary expenses to complete the oonatruotion of the two steel bridges now in proses. of erection aoross Caps Fear River and for the building and the grading of the mossy approaches leading to said bridges, will amount to $38,000.00, and, Whereas the Board of Oeaissioners of said County of Barnett are authorized by an sot of the General Ass- embly of North Carolina, entitled " An act to authorize the Coaissieners of Harnett County to issue bonds for the purpose of building bridges in said County and for othsr.purposes ", ratified on the 23nd. day of February A.D. 1909, to issue bonds to an amount not exceeding 40,000.00, for the purpose of meeting the extradrdinary expenses before enumerated, and to levy a *postal tax annually, sufficient to pay the inter -eat on said bonds, and to provide for their payment at maturity. Now, Therefore be it resolved by the Board of Ooalssionsrs of Barnett County in regular session assembled as follows: and sale FIRST: That the issueAof bonds of the County of Harnsteto the amount of $38,000.00, 1s neoessary for the purpose of meeting the expense of said County set forth in the preamble of this resolution. SECOND: That a levy of special taxes sufficient to pay the interest on said bonds as it shall become due and to provide a sinking fuad for the payment of said bonds at maturity is neoessary.
