10021911Alt /60 Monday October 2 1911 County Comissioners met in regular Session present V.C. Mathews Chm D.P. McDonald J.E. Wilson J.N. Fuquay B.F. Williams J.C. Clifford atty Minits of Last Meeting read and approved and adopted as written. On motion of J.N. Fuquay J.E. Smith of Averasboro and A.L. Denning of Stewarts Creek was permant -ly exempted from the payment of Poll tax for disability.. On motion of J.N. Fuwuay and seconded by D.P. McDonald in ordered that the sum of $200.00 be appr- opiated for the purpose of defraying the expenses of advertizing and establishing dispensaries for the free treatment of Hook Worm Diseases as recomended by Dr Page in a Speech before the Board. And the following order was passed Ordered that the Sum of Two Hundred Dollars or so much thereof as may be necessary be and the same is hereby appropiated to aid the State Boardof Health in es- tablishing Dispensaries at convienent points in the County, for the free treatment of the Hook Worm Diseases the same to be paid on the Warrant of the Chairman and Clerk of This Board on bills rendered by the Physician in charge. Ordered further that dispensaries be established at five con- venient places in the county to be selected by the county Physician county Supt of Public Educa- tion and the Chm of this board who are appointed a comittee for this purpose. and the following places are selected towit:- Angier, Calybeate springs Dunn Lillington Rockbranch, Ordered that the County Attorney be and he is hereby authorized to Inatute or defend any appropriate suit or proceedings for testing the Vality or regularity of an act of the General Assembly of 1911 adding certain territory to the county of Harnett from thr territory of the county of Cumberland such proceedings may in the discretion of the Attorney, be in the form of a case agreed or contro- versy without action ,It is further ordered that Comissioner J.E. Wilsom be authorized to verily for this Board any pleadings pertinent to said proceeding, or to make any Affidavit on behalf og this board. Ordered that the Clerk of the Board' be authorized to receive tax list from any delinquent desiring to list his property on or before November 1st. provided such delinquent shall at the same time pay to the clerk his taxes together with the fees of the Clerk. Resolved by the Board of Comissioners of Harnett county that poursant to an act of the General Assembly of North Carolina at its Session of 1911 the same being Chapter 564 of the private Laws of 1911, an Election is hereby-called to be held in all Election Precincts of the County on the 12 th day of December 1911 upon the question of the issue of Bonds of 3ai County of Harnett in the sum of One HundredThousand Dollars, with interest Coupons attached the proceeds of which to be used for the pourpose of repairing grading and improving and working the roads of said county, that those voters favoring said issue of Bonds shall vote a Ballot containing the words "for good Roads Bond Issue" and those Voters apposed to said issue shall vote ballots containing the words" Against Good Roads bond issue." Resolved further that Notice be given that if said Question be carried in the affirmative that it becomes the duty of the board of Comissioners to levy annually a tax of not exceeding 15 cents on the - Hundred dollars of property and 45cents on each taxable Poll; That if said question be carried in the Negative it becomes the duty of the Board under said act to maintain a convict camp for the purpose of working the public roads, and for said Pourpose to levy an annual tax of Not exceeding 25cents on each 1100 valuation of property and 75cents on each taxable Poll Resolved further that a new registration of all voters be and the same is hereby ordered prthor to ax said Election Resolved further that these resolutions be published by the clerk of this Board for thirty days prior to said election in the Harnett Reporter ratified this Oct 11211 2nd 1911. It is further ordered that Registrars and Judges of election be appointed bjs the chairman and Clerk of this board in each election precinct for the purpose of holding this day called to be held on December 12tm 1911. Upom motion duly seconded the Chairman V.C. Mathews and J.N. Fuquay are appointed a comittee to receive and approve the bond of J.B. Lanier for the tax books and upon such approval ofrsaid Bond to turn over the tax books to-said Sheriff. It is ordered by the board that in the Colection of Taxes the Sheriff shall keep accurate books in which he shall credit to each separate fund its proportion of each colection; That he shall pay the same over to the Treasueer upon each fund in the ratio that the same has been collected indicateing to the treasurer the amount paid on each fund; that the sheriff shall report - to this board on the first Monday of each month , setting forth accurately the total amount of taxes col- lected by him during the preceeding month the amounts collected on each funds the amounts paid to the county treasurer on each funds due and the amount remaining in his hands to the credit ofeach funds. It is further ordered that for this purpose the sheriff with the approval of the purchasing agent may purchase suitable - blanks for this purpose at the expense of the county. Report of Jury Layinf off road from Barclaysville to Hairs mill as brdught before the board on last first Monday and continued be received as a returned in former report. Ordered that the Sheriff summon a Jury and lay off apublic road in Barbecue Township running from the Railroad Crossing at Lock Branch to the Swanns .Station and Fayettville road at a point at or near where Fannie Buie lives and crossing the landd of the partys named in the petition to be paid by the petitioners. Apetition having been filed before this board the sheriff was ordered to have a jury sumoned and make the following changes in the public road leading from Raleigh to Lillington running through t the premises of Mrs Margaret Campbell beginning at apoint on said public road at Korth East corner of House feild of Said Mrs Margaret Campbell, running thence to Spring branch on South East Side of said house feild of said Mrs Campbell be changed to location on gest side of said above mentioned section of public road Immediately eddacent thereto , beginning also at said springbranch and run* ning thence across the land of D.F. Senter known as the Hary Hawkins place on *est side of said public road to a point at top of hill just in front of said Hawkins Homestead/ Being recomended by Dr J.H. Withers Fannie McDougald was placed on the pauper list and allowed $6 perquarter. The following releases were made J.E.
