Report of *sanitary committee was read and received and on motion of c. E. Wilson the
commitee, N. Fuquay, Dr. J. W. Raiford, Supt. of Health, and V. C. Matthews, Chairman of
this Moard,•was instructed to have the work installed.
The Resolution of the Daughters of Confederacy was read and adopted, and the chairman
was instructed to have the work done. Ordered that $1200.00 now in the hands of the County
Treasurer to the credit of the Lillington Township Road Funds be expended for the Roads of
said Township under the supervision of the Board of Supervisors of said Township, and the
said funds to be paid out under the orders -of the chairman and secretary of the Board of
Supervisors and countersigned by the chairman.of t his Board, upon orders of the chairman
and secretary of Supervisors of said 'Township.
The Board allowed $150.00 for Demonstration farm work in Harnett County.
The Commissioners agreed to meet on Tuesday Sept. 5th, for the purpose of consideration
of the '-Railroad Bonds of the Township for the aid of the Central Carolina Rail Road, and
such other matter as may come u pon it. - - .
Motion and carried that the report of the road commissioners for the road leading from
Buses Creek-to Barclaysville be accepted, and•the read from Barclaysville to Hare's "ill

Treasurer, and are authorized to issue voucher to the State Treasurer for not exceeding
the sum paid tc tae County by the Sheriff on said account, to -wit; $175.75.
Ordered that the chairman be directed to purchase such new bed clothing and such prison
garbs as may be necessary to keep the jail in cleanly condition. It is further ordered
that the `;ail be kept in cleanly and sanitary condition under the direction of the Supt.
of Health.
The chairman was instructed to have 250 copies of the Road Law published for the benefit
of the Supervisors and overseers of the public roads of the county.
The County Commissioners recommend that the buildings at the County Home be painted, and
that a superintendent be employed to look after the farm, and a porch be added to North side
of East building, and a good barn built, and that a superintendent be appointed at next
meeting, and that the County Charges be .required to go to the Home as far as practical.
Allowed•J. H. Moore $2.00 for the month of September and $2.00 per months until he could
be placed in the County Eome.
On the - question of the Road from Barclaysville to Hare's Mill be left open for arbitra-
tion. -
By recommendation of the fence commissioners of the Lillington and Stewarts Creek fence
Territory, -the channel of Upper Little River under Kivett's Bridge be and is declared a
lawful fence,

and James Cholvis be allowed $2.00 for conveying him to his home.

We,-the undersigned members of the.Harnett Chapter of the United Daughters of Con-
federacy, do respectfully ask your Honorable Body to consider the untidy condition of the
"Jest court -house yard and unite with us in some effort to improve it. 7e ask that you
raise the- yard -to -the level of the walk way, so that we may plant grass and otherwise beautify
it. We -:ill plant it and keep it neat if you will be as good enough to put it in condition

We the undersigned Fence Commissioners of the South Lillington Stock Law Territory, beg
leave to report to your Honorable Board that we have completed the fence as prescribed in the
Act of the General Assembly of North Carolina, which created said stock law territory.
We beg leave to report further that in the construction of the fence 'e found it advantageous
to change the course of the fence very slightly, and in doing so we saved considerable expense
in the work. The change has in no way affected any land owner in the prescribed stock law terrie
tory. We respectfully submit this action on our part for your approval.

49HEREAS, an election was held in the Township*of Upper Little River, Lillington
and Neils Creek, in the County of Harnett, on the 6th day of May 1911, under the provisions
of Chapter 488 of the Public Local Laws of 1911; and whereas a majority of the qualified
voters in each of said townships voted "FOR BOND ISSUE , and the returns of said election
were made to this Board, and the same canvassed and recorded as provided by law.
NOW, THEREFORRi be it ordered by the said County Commissioners of Harnett County, that
the said Board, as business agents for said townships, cause to be prepared and issued the
bonds provided in said act as follows:
40 bonds of Upper Little River Township of the denomination of $500.00. each, 40 bonds
of Lillington Township of the denomination of $500.00 each, and 40 bonds of Neils Creek
Township of the denomination of $500.00 each, 'withered consectively from one to forty both
inclusive, with interest bearing coupons attached, with interest at the rate of six per cent
per annum, payable semi - annually on January and July first of each year during the life of
said bond, the principal of said bonds payable twenty years from July 1st, 1911, both princi-
pal and interest being payable at the office of the Treasurer of Harnett County, North Caro-
lina, said bonds and coupons shall be signed by the chairman and countersigned by the Clerk
to this Board, and said bonds shall have affixed the official seal of the Register of Deeds
og Harnett County, and shall be STYLED TOWNSHIP BONDS to aid in the construction of the Cen-
tral Carolina Iailroad, and said bonds shall express upon their face that they are issued for
and on account of said townships, Upper Little River, Lillington and Neils Creek, and that
they are payable out o tithe taxable property Ad polls of said townships respectively.
The form of said bonds and coupons shall be substantially as follows:

On the first day of JULY A. D. 1931 for value received and without defalcation,
township, Harnett county, North Carolina, (having been duly incorporated by Chapter 488 of
the Public Local Laws of 1911), promises to pay to bearer Five Hundred Dollars, with interest
from July lst, 1911, at the rate of six per cent per annum, payable semi - annually on Janu-
ary and July first of each year hereafter on presentation and surrender of the annexed coupons
representing said interest as they re•- spectively become due, principal and interest being pay-
able in lawful money of the United States of America, at the office of the Treasurer of Harnett
County in the Town of Lillington, North Carolina.
This bond is a series of one of forty of even date herewith amounting to $20,000.00, number-
ed consectively from one to forty inclusive, and this series of bonds are subject to redemption
after five years from date of issue at the price of ;505.00 at the option of the County of
Harnett.
This bond is one of a series issued under and by authority of Chapter 488 of the Public
Local Laws of the General Assembly of North Carolina, Session 1911, and is payable out of the
taxable property and polls of said township, having been duly incorporated by said act, and
the Board of County Commissioners of Harnett county having been therein designated as business
agents for said townships.

That upon the deposit with the Trust Company of Baltimore, of Baltimore, Maryland, of
$110,000.00 of the first mortgage bonds of the Central Carolina Railroad Company, to be held
in escrow, this being the entire issue thereof, the chairman of said Board of County Commiss-
ioners is ordered and directed to sign said township bonds in said number and amounts, and
that the clerk to the said board is ordered to countersign the same and affix thereto his offi-
cial seal and deliver the said bonds to the Trust Company of Baltimore( in the State of Maryland)
as Trustee to hold said bonds in escrow until the conditions set out in Chapter 488 of the
Public Local Laws of 1911 have been complied with, and upon the delivery to said Trustee of a
certificate from this Board duly signed by the chairman thereof and attested by the Clerk with
the seal of said county attached certifying that the said conditions have been complied with,
the said Trustee is authorized to deliver said bonds to the said Central Carolina Railroad Com-
pany, or its duly authorized agents, and such delivery in accordance with the resolution shall
constitute a delivery by this Board, and thereupon the bonds of the said Central Carolina Rail-
road Company in an equal amount delivered to said Trustee in trust for this Board shall be de-
livered to this Board or to the Treasurer of Harnett, and the said Trustee is empowered to re-
lease an amount of said Central Carolina Railroad Company's bonds to an amount of $5,000.00
per mile, and no more, so that at no time shall there be issued any more than $5,000.00 per
mile thereof, the mileage to be ascertained and certified by the joint certificate of the
chairman of the Board of County Commissioners of Harnett County and the President of said
Railroad Company,
The bonds of the Central Carolina Railroad Company herein described and the bonds of the
said Townships herein described shall both bear the date of July 1st, 1911; Provided that
before delivery of the township bonds as herein provided, said trustee shall detach there-
from all past due interest coupons, and shall return the same to the County of Harnett for
cancellation, and said trustee is likewise authorized to detach such past due coupons from
said Railroad bonds before delivering the same to said County.

Apettition for a public road in Johnsville and Barbecue Township was received and ordered advertised.

to lay out a public road , from Buies creek to Barclaysville , beg to report that after being dul$
sworn We proceeded as folowrsviz ; Beginning at the North Gate and thence along the land line and
old path to a land corner, thence across a small pond as a land line passing J.C. Upchurch House to
a marked oak thence a lane fence to be set out in places passing Neill Gregorys thence to marked
tree near Jackson Enniss house, thence across his feild nearly straight to the gate post at 7i.R.
Spences thence nearly straight as marked out and crossing said Spences feild to Richard Bollins
cutting corner off of his feild as marked and passing and cutting a small peice off J.A. Mathews f
feild, thence the old way straightened and widened to Tim Cutts feild thence about Straight Nearly
straight to J.W. Flowers Louse and passing his house on the East side, thence swards W.E. Baggetts
nearly straight to where in intersects with Lillington and Barclaysville Road spar said Baggetts
further we find no damage to assess but on the other hand we find the road to be benificial to all
the land owners and a necessity to the whole vivinity.,
