12041916as- MONDAY December,4th. 1916. The Board of County Commissioners met in Regular Session,Those Present being: D.H.Senter, Chm.,L.D. Burwell ,A.A.Shaw,J.B.Holland,Comrs., E.H.Gardner being absent -- J.W.Wilson,County Atty., also being present: • Braxton Upchureh was released from payment of Poll Tax in Neill's Creek Twp.,it appearing that he kad paid Poll Tax in another Twp. B.A.Johnson was released from payment of Poll Tax in Grove Twp.,It appearing to the Board that he had paid Poll Tax in another Twp. L.L.McLeod was released from payment of Poll Tax in Grove Twp.,it appearing that he had paid Poll Tax in another Twp. Mr.D.H.Senter asked to have his vote recorded No in the matter of allowing a bill to Shff., Byrd for advertising Tax Notices in the Dunn Guide,Messrs.Burwell,shaw,and Holland voting yes. Mr.D.H.Senter asked to have his vote recorded No in the matter of allowing a bill for $31.37 to Mr.H.D:Byrd,£or arresting and conveying Louis Elliot from Winston -Salem to Jail in Lilington. Messrs.Burwell,Shaw and Holland voting yes. Hassle Hobaon,of Averasboro Twp.,was permanently released from the payment of Poll Tax,and also released from Road Duty,actton being taken in this matter on account of a statement from a reputable Physician as to Mr.Hobson's physical disability. W.T.Bryant,of Averasboro Twp.,was released from the payment of special School Tax in the sum of $3.72,it appearing that he had been charged with this amount through error. D.U.Morrison,of Upper Little River Twp.,was released from the payment of Special School Tax in the sum of $3.85,11 appearing that he was charged with this amount through error. The matter of appointing Road Commissioners in several different Townships was taken up, and the following Commissioners were appointed by unamimous vote of the Board: Anderson s Creek: Jas.G.Shaw,D.H.Bain,& N.R.Lewis. Overby: Whereas a petition signed by more than one fifth of the qualified voters of Neils creek Township , has this day been filed with the board of Comissioners of Harnett County asking that an Election be called in said Township in- accordance with the provisions of chapter 427 of the Public Local Laws of North Carolina 1913 , for the purpose of passing upon the question of issuing Bond of said Township in the sum of Fifteen Thousand Dollars (15,000.00) for the improvement of the public roads thereof ; And Whereas, the said petition is regular and requires with all of the provisions of the said act, belt therefore Resoved , that an election be and the same is hereby called to be held at the regular voting place in said Township at Pleasant Union School House, on Saturday Januar$ 13th 1917 for the purpose of presenting to the qualified voters of said Township the question of issuing Bonds as provided for in the said chapter 427 of the public local laws of North Carolina 1913 in the sum of fifteen thousand dollars ($15,000.00) for the improvement of the public roads of said Township, as provided for in the said act; And it is further resolved that a new registration of the voters of said township is hereby ordered for said election. Resolved further ,that N.A. Stewart be and is hereby appointed Registrar and A.S. Johnson and J.F. McLeod be and they are hereby appointed Poll Holders for said Election and the said Registration and Election shall be gozerned by the general electionlaw of the state , in so far as applicable , but that the re- turns of the same shall be filed with the Clerk of this board. Byrd the following resolution was unanimously adopted; Whereas, it appears to the Board of Comissioners that the Civil Issue docket of Harnett County is greatly congested tha4 additional terms of court are necessary to try the causes pending; now therefore, it is resolved by the board that the Governor be and he is hereby requested to designate two special terms of court to be held , one week beginning January 29th and one beginning February 19th 1917. William H. Faucett after taking the several oaths required by law, presented his bond as Register of Deeds of Harnett County in the sum of Five Thousand Dollars($5000,00.) with the American Surety Company of New York as Surety the same was accepted the following voting Aye J.C.
