Whereas, ther appeared before the Board of Comissioners Representatives of the Central Carolina Rail Road Company, a oorporation chartered under the laws of North Carolina, which Corporation proposes to build a Rail Road from Lillington, North Carolina to Swansboro in said State , the said road to fors a conneo- Lion with the Norfolk Southern Rail Road at Lillington and extend through Neills Crek Township and thro- ugh Grove Township in Harnett County and thence through on to Owensboro as its final Eastern destination and whereas it is proposed that the said road shall be constructed of rails of not less than seventy pound per yard and not less than twenty eight hundred standard cross ties per mile and with Grades not exceeding one per cent and titbit a joint station shall be established in Lillington with the Norfolk Sou- thern Raiway Company and that a freight and,Passenger station with in the corporate limits of the Town % of Buies Creek ; And whereas the promoters of the said Rail road company request the Board of County Com- missioners to call.an Election to be held In Lillington Township in Neills Creek Township and in Grove township to authorize an issue of Township Bonds Hereinafter mentioned to be exchanged for said Rail SW roads Company* Stook of the terms specified, The said Stook to ba a portion of an issue not exceeding Fifteen thousand Dollars per mile; and whereas it is represented to the Board of Comissioners that the said Rail Road Company when completed and fully equipped with rolling stook and Passenger Stations and r ready to begin a commercial Business shall not be indebted in access of Fifteen thousand Dollars per mile and that the respective Bond Issues about to be authorized are to be delivered to the said Rail road Company in exchange for its stock when and not until all of these conditions have been complied with upon the following installments towit: Five Thousand Dollard of Lillington Township Bonds when the said Rail Road has been completed in accordance with the above outlined condition% to the town of Benson in Johnston county Five thousand Moer of the said Bonds when the said Rail Road X /Yd % ,V%Mt0,00/ is completed to the Town of Yount Olive;Ten thousand more of said Bonds of Lillington Township when the said road is completed tq The Town of Swansboro; Fifteen Thousand of the Neills oreek Township Bonds to be delivered when the said Rail road is completed from Lillington through Neills Creek township and a sta- tion built within the corporate limits of the town of Butes Creek; Ten Thousand More of Neills Creek Township Bonds when said Rail road is completed.to the town of Benson and connection formed with. the Atlantic Coast line Rail road; Twenth Pive thousand Dollars of Grove Township Bonds when the said Rail road is oompleted from Lillington through Grove Township to the Johnson County Line; Now Therefore in orde to oarry out the provisions of the above agreement on the part% of the comissioners of Harnett County whenever the said Rail Read company have complied in full with the above mentioned requirmenta it is resolved by the board of Comissiofere that Elections be called in-Lillington Township Neill's Creek township and Grq Township Harnett County in acoorance with the following Election$' Notices To -wit: g Provided That the $10,000 of Lillington Township Bonds Deliverable %/M W. Now Therefore, In codsiderations of the foregoing agreements and powers granted by the Legislature of North Carolina as hereinbefore set out,Notioe is hereby given that an Election will be held in Lillington Township of Harnett county, at the regular voting precincts in said Township on the kg 10th day of September 1917, at 'doh Election there will be submitted to the qualified voters the ques- tion of voting bonds in the sum of twenty thousand dollard, bearing interest at the rate of five per cent per annum payable semmi annually and to run for a period of thirty years, said bonds to be such denomination and payable at the treasurers office of Harnett County or such other place as may be fixed and agreed upon by the Board of County Comissioners of Harnett County and the Central Carolina Rail Road Company said Bonds to be exchanged for luke amount of Capital Stook of the said Rail Road Company. It is further resolved by the Boar of County Comissioners of Harnett County that O.L. Johnson be and he is hereby appointed Registrar for Lillington Township and he is here by directed to make a new registration of all the voters in said Township desiring to vote in said % 'election, and they are further directed to give notice of said election for at least thirty days prior to the holding of said election in accordance with the act of the General assembly herein- before mentioned and those that register are deemed qualified voters 0/40 for said election.
