WHIRIAS, there is no provision under the laws of the State of North Carolina for the creation and maintenance of a Board of Road Commissioners or Highway Commissioners or other bridge governing body in the County of Harnettm North Carolina, and there being no Board of Road Commissioners or Highway Commissioners or other bridge governing body in said County,' therefore, the powers and duties of the County Board of Commissioners of said County, pertaining to the readsan brdges therein, are in full force and effect as provid- ed the laws of the State of North Carolina, and, WHXRXAS„ under, by virtue of and in pursuant of the laws od the State of North Caroli*A, including among others Section 2696 of the Revisal of 1905, as amended by Chapter 103, $P lio Laws of 1917 and Chapter 185 Public Laws of 1919, the Commissioners of Harnett County, orth Carolina, in their discretion are "authorized to issue notes for the purpose of building and rebuilding the public roads and bridges of said County, and, WHXRNAS, ',the public roads and bridges of Harnett County are in urgent need of building and rebuilding, and an estimate having been made showing that the cost of building and rebuilding he public roads the public reads and bridges will be at least Twenty five thousand Dollars (425,000.00) and the Commissioners finding that it Is a faotthat the sum of $25,000.00 is needed for the building and rebuilding the public roads and bridges of said County, and being desirous of proceeding with said bxiidiU' and rebvALding at once, whioh work cannot be done with the labor and funds at the command if or in the hands of the Board of County Commissioners of said County, NOW THNRNFOR.., BX IT RNSOLVID BY THU BOARD OF COUNTY COIAMISSIONNRS OF HARNITT COUNTY, NORTH CAROLINA, that in order to secure the money necessary and required to build and rebuild the roads and bridges in and for said County,dt is necessary for the County to borrow the sum of $25,000.00, and that in order to secure said sum of money, it issue and sell its obli- gations in the form of SIX MONTHS NOTIS, to be known as "Road and Bridge Notes ", payable to bearer, Laid notes shall be in the denomination of $5,000.00 each, numbered frim One (1) to F ve(5), both inclusive, with in #erect at six per cent (6 %) per annum, payable at maturety, principal and interest payable at the Chase National Band, in the City and State of New York.
