Ordered that the Home Demonstration Agent have house now occupied by J.A. McLeod as soon as
his lease has expired.
WHEREAS the Committee appointed to make settlement with J.W.Molrtan, Sheriff has reported
to the Board that they have been unable to get a settlement= Now, therefore be it resolved by
the Board of Commissioners that E.F.Yodag. Attorney be and he is herebu instructed to demand of
Sheriff MoArtan's ]oiftknamml Bondsman a settlement of said McArtan'e shortage.
Upon motion duly seconded 16 is ordered that all appointments heretofore made of Rural Police-
man is hereby recalled and annulled.
On motion duly carried the Board levied the following tax on all subjects of taxation under
Schedule B and C upon ehich the County is allowed to levy a tax: The maximum rate allowed by
Chapter 4, public lave of 19239 known as the Revenue act.

Resolution amending a Resolution passed September 15th. 19240 authorizing the avertisemen3,
sale and Issuance of 670,000 Bonds for Duke School District No 1.
Be it resolved by the Board of County Commissioners of Harnett County:
Section 1. That a resolution passed= September 15th. 1924, entitled "Res lution Authorizing
the Advertisement, Sqle and Issuance of $70,000,00 Bonds for Duke School District No 18 be and
the same is hereby amended by changing the form of bonds and coupons as set forth in Section 2 of
said resolution to read as follows:

L SCHOOL BUILDING BOND.
The County of Harnett, North Carolina, for value recei%ed, hereby promises to pay to the beared
on March 1, 19 the sum of

County maintaining a union school under and pursuant to erections 257 to 262, Article 220 Chapter
1360 Public L.:ws of North Carolina, 1923, and a vote at an election duly called and held of more
than a majority of all the qualified voters within said district, and resolutions duly p seed
by the Board of Commissioners of Harnett County; and the principal and interest of this bond are
payable exclusively from sufficient annual tax to be levied by said Board upon all the tay abl
property within said District,

happen, exist and be performed precedent to and in the issuance of this bond have happened,

stitution of North Carolina; the provision has been made for the levy and collection of the

to rate,-upon all the taxable property within said school district, at which time said bonds
will be sold. Bonds dated September 1, 1924, maturinging annually Herch.l, $2000.00 1926 to
1942 and $3000.00 1943 to X954, all inclusive, without prior option. Demomination $1000.00
interest rate to be bid, one rate for all bonds, not exceeding 6% in a multiple on one fouth
of 11 bonds to be arwaded at highest price, not less thanpar and accrued interest, bid for
lowest rate offered; principal and interest(M and S 1) payable in gold in New York City; deliv-
ery on or about October 27th. 1924, in New York City or at purchaser's cost for delivery and
exchange ag place of choice.
The bonds will be prepared undhr the superivision of the "nited States Mortgage and Trust
Cc New York City, which will certify An to the gen&ineness of the signatures of tDe County
officials and seal impressed thereon. The approviting opinion of Chester B. Yasslich, Esq.
New York City, will be furnished the purchaser.
The bonds were authorized at a dIstrict election; 150 Voting for and 21 against. The elec-
tion has been ratified by the General'Aseembly of North Carolina. Buda must be on a black form,
which will be furnished by said Trust Comp ny or the undersigned, and msut be encloseed in a
sealed envelope marked "Proposal for bonds " and must be accompanied by a certified ched$or
cash) payable to the order of the undersigned upon an incorporated bank or trust Company for
$1400.00 tosecure against any lose resulting from the failure of the bidder to comply with
the terms of his bid; The right to reject all bids is reserved.

Section 2. That the lowest rate of itttereat at which any vidder offered to take said bonds was
5} per cent per annum and the highest price offered for bonds at said rate was $70702.00 and a
accured interest, said price having be a offered by Drake -Jones Company of Greenloro, N.C. with
the stipulation, in accordance with said J4vertisement, that said bonds should be delivered at
Merchants Trust and Savings Bank in Saint Paul, Minn.
Section 3. That said bonds are hereby awarded to said Drake Jones Company of Greensboro,N.C.
at said price and under said terms.
Section 4. Thar the checks of unsuccessful bidders shall be immediately returned.

NORTH CAROLINA, HARNETT COUNTY. IN THE SUPERIOR COURT, SEPT. TERM; 2*24xx 1924.
To His Honor, M.V.Barnhill, Judge Presiding:
Te, the Grand Jury for the September Term 1924 of Harnett Superior Court, respectfully make
the following report to you Honor:
1. _ We have diligently inquired into all bills brought before us and have made returns accord-
ingly.
2. Ile have inspected all the offices in the Courthouse and find them in fair condition,
with the exception that all are toc crowed for lack of room-'In order to properly conduct the
County affairs as they should be conducted.
3. . We have inspected the County Home and find it kept in a very sanitary condition.- The in-
mates are well fed and have no complaint to make as to their condition.
5; ?,9e have inspected the Ccnvidt Camp and find it in good condition. The convicts are well fed
the food well prepared, and their treatment by the guards and Superintendant humane,
6. We respectfully make the following reccomendations and urge the Commissioners to see that
they are carried out as early as possible.
t. To commend the Commissioners for the steps they have taken ip the enlargement of the
Courthouse and urge that they let the contract as early as possible for the work and push the work
to completion with the greatest dispatch.
b. Txxsammaxatxkkzxazww1xs!ax that several large elsotibe fans be placed in the Courtroom.
c. That new fllor co.eriggs be plawed in the several offices in the Court house, and that
needed chais and other needed furniture for said offices be purchased and installed as early as
possible.
d.1 That a full time Janitor for the Courthouse be hired at once. We found that the Court-
house and grounds were not kept onmanner suitable to our standing, and that the Courthouse should
be 'a model for neatness and cleanliness for the people of the County.
e. That Electric lights and water be installed in the County Home as early as poselble.
f,, That a picket fence or stockade be placed around the permanent quarters of the convicts
in order that the convicts may have a place ~here they may walk aount and exercise themselves
on Sundays and other days when not at work.
g. That preaching and other divine service be held for the convicts and inmates of the jail
and County Home on Sundays.
We desire to than you Honor for the very able Charge delivered to us at the beginning of
our labors.
We thank the Solicitor for his services to our body, and the officers of the County for
their ooprtesies to us during this hot weather..

York, H.T. In anticipation of collection of taxes for Sear 1924 -25 and that said note be sold
