The board.of 'aunty Commissioners of Harnett County,North,Csrolina, met in adjourned session at-the Court House in the Town Of Lillington, North Carolina, on the 25th day of August, 1931, the following members being present; . W. Belford, Chairman B. k. O'$uinn, Member . L. Cooke, Member' J. H. Williams,Jr.,- Member- J. B. Ennis, member Edwin Harrington, Clerk The Clerk presented publishers, affidavit showing that the order authorizing the issuance of $70,000 Funding Bands of the County of Harnett, which was introduc d at a meeting of the Board of Commissioners of the said County on August 12th, 1931, was publishediin` the Dunn Dispatch, a newspaper Published in the County of Harnett, on August 14th, 1931, as required by Section 16 of The County Finance Act. At the hour of 10:00 o'clock A. M. the Chairman announced that the Board wou_d hear any and all citizens or taxpayers who might desire to protest against the issuance of said bonds. WHEREAS, all person, if and, desiring to protest akainst the issue of £70,000 Funding Bonds authorized by an order of this Board introduced August 12th, 1931, have been heard; NOW,THEREFORE, BE IT RESOLVED that the saia order is hereby finally passed i the form of its introduction. FUTHER RESOLVED that the Clerk of this Board is hereby directed tp publish once in each of two successive weks in The Dunn Dispatch, a newspaper published in the County of Harnett, a copy Df the bond order authorizing the issuance of :70,000 Funding Bonds of the 'aounay of Harnett, and finally passed on this date together with a notice appended tiereto,in the following form: The foregoing order was finally passe on the 25th. day of August, 1931, and was !:first published on the 28th. day of August, 1931. Any action or proceed - ing questioning the validity of said order must be commenced within thirty days after its first publication. July 1, 1931c and payable already or within one year hereafter and incurred for necessary expenses which are also special purposes within the meaning of the Constitution, and pursuant to The County Finance Act as amended; and to tre bond order finally passed on August 25th. 1931, the County issue $70,000.00 l'undin Bonds, payable to Bearer. Said bonds shall be in coupon form, registrable as to both and interest, of the denomination of y$1,000.00 each, numbered from one to seventy (1 to 70), both inclusive, bearing interest at five and one half per cent O per annum, payable semi- ar_nuasly, both principal and interest payable at the (phase National Bank in the vity Gild State of New York and shall be dated the first day of September, 1931, aftd shall mature in their numerical order beginning with Bond No 1, as follows: x;2000.00 on the first day of September in each of the years 1933 to 1943, Loth inclusive, and $3000.00 on the first day of September in each of the years 1944 to 1949,both' inclusive. Said bonds shall be si404 by the Chairman of the Board of County 4oemissioners and attested by the Clerk of said Board, and shall have the seal of the the affixed' thereto. The coupons thereto attached shall bear the signature of the Clerk of said Board, but his signature thereon may be lithographed or engraved fete- simile. FURTHER RESOLVED that sand bonds and the coupons thereto attached shall be in substantially the following form, to-wit: UNITED STATES OF AMERICA STATE OF NORTH CAROLINA OOUNTY OF HARNETT FUNDING BOND No. $1000.00 The County of Harnett in the State of North Carolina, hereby aeknowledhes itself indebted, and for value reveived promises to pay to bearer or if this bond be registered to the registered holder thereof, in the sum of ONE THOUSAND DOLLARS ($1000.00) on the first day of'Seotember, 19 and to pay the interest thereon from the date of this bond at the rate of give Jr one half per cent per annum, payable semi - anhually,on the first day of March and September in each year upon presenta- tion and surrender of the annexed: coupons therefor, as they severally become due, or, if this bond be registered, to the person in whose name it is registered.
