12081930December 8th. 1930. The Board of county Commissioners met in call sesasion n on Monday, December 8th. with the following members present: J.W. Halford, Chairman, J.B, Ennis, E.L. Cooke, H.M. O'QUinn and J.H. Williams. Upon motion of E.L. Cooke and seconded by J.B. Innis it was ordered that Sheriff Fowler end his deputies be allowed $10.00 for each still captured and $5.00 for the operator or operators o of same. It was ordered by the Board that Sheriff Fowler be al- lowed eight cents per mile for transporting prisoners from the Courts of the County to the Convict Camp or other designated place, except in cases where the trip amounts to more than one hundred miles, then in that event he shall receive only 5 cents per mile. However, it is ordered that no transportation charges be paid for transporting prisoners from the County Jail to the Convict Camp as this shell be done by the Superintendent of the Convict Camp or Supt. of Roads. It was ordered that two bills of Chase National Bank for $25.00 and $10.00 respectively es commissions on Harnett County notes be paid as itemized in statements of Chase National Bank dated Feb. 17th. 1930 and Sept. 16th. 1930. It was ordered that bill of State Auditor for $37.00 for expenses of Milton Sykes be paid. This bill was ordered paid by the former Board. It was moved by„E.L. Cooke and seconded by J.H. Innis that J.W. Halford and H.M. 0'Q inn be appointed a Committee to act with Mrs. Lewis in investigating this needs of the County Home and that this Committee be emptowered to purchase needed supplies for same. This re- port to be made at the after -noon Session of the Board. Ennis that the foregoing list as submitted by the Executive Committee be approved. Upon vote these men were unanimously elected to fill these positions. It was ordered that the Board approve and accept the oath of H.A. Turlington as Tax Supervisor and that same be ordered filed with the Clerk to the Board. It was moved and seconded that the Chairman appoint a com- mittee to investigate and inventory the Harnett County Convict Camp.. Thereupon, the Chairman appointed E.L. Cooke, J.B. Ennis and J.H. Williams as this Committee and instructed to report their findings at the afternoon session. It was ordered that W.M. Talley upon payment of 2/3 of all taxes and costs listed in the name of Bettie McNeill Estate in Upper Little liver Township, be released of 2/3 of the valuation or upon 16* acres of said property. It was moved by E.L. Cooke and seconded by H.M. 0'4 inn that J.S. McLean be appointed purchasing agent for Harnett County. He was elected by a unanimous vote of the Board. It wee ordered that all purchases made by J.S. McLean, Purchas- ing agent be endorsed by Dr. J.W. Belford, Chairman of the Board. It was ordered that the Committee appointed to investigate the County Convict Camp be empowered to employ a Superintendent for the Camp, who shall also act as manager of the County Farm. It was ordered that the bondz of J.S. McLean, Auditor, with Maryland Causalty Company, for $10000.00 be accepted and ordered recorded in the minute Boeket. It was ordered that the bond of H.$. Freeman, Assistant Auditor with Maryland Causalty Company for 40000.00 be accepted and ordered recorded in the minute docket. It was ordered that Walter C. Upchurch be released of taxes upon 69 acres of land from taxation for the year 1929 in Neills Creek Township upon payment by Union Central Life Insurance Company of the amount of $64.41, the amount due on this tract. REPORT: To the Board of County Commissioners of Harnett County;' GENTLEMEN: The 'ommittee appointed by you yo inspect the County Home and make recommendations beg to report; We found the most deplorable condition. The matron or keeper of t the home was making a diligent effort to cleanse the floors of the accumulated filth. We found the walls of the buildings badly stained in practically every room. We requested to be shown the linen room, however there was practically no linen in this room. We were then show in the room which ordinarily provisions are kept but the only evidenceeof`provisions in this room was approximately 2 lbs. of white meat `which ' was partially covered by a bundle of broom straw. We found that the home now possesses 27 sheets, 30 pillow slip 12 towels, 18 blankets,let bed spreads, 21 mattresses. It is quite evident in the fdnding that the home' is very poorly equipped to take care of 21 inmates now at the home, we therefore, recommend the pur- chase of 2 doz. sheets, 2 doz. pillow slips, 48- towels, -18 blankets 6 mattresses 3/4 size, also rubber sheeting to protect the mattresses. Upon inspection of the water plant we found it in a very bad condition and unless some repairs are made at an early date, a new tank will have to be installed. We also found a part of the washing machine at theghome and the other oart at the County Garage in Lillington. We found one hog weighing approximately. 200 lbs. and 2 small Pigs weighing approximately 40 lbs. each 1 cow which furnishes an inadequate supply of milk for the inmates. We therefore recommend the purchase of another cow, and also purchase a sufficient number of hogs to consume the waste from the kitchen. It would also be our recommends tion that sufficient numbers of ohiokens be purchased to supply the inmates with eggs. We further recommend that the woodland connected w with the home be cleared and put in cultivation and some green crops b be sowed immediately so that we may have a place for the chickens to Fee. There has been almost criminal neglect on the part of somebody in failure to inspect this home and run it in a manner in which the tax payers thought it was being run. Either the Grand Jury, County Commis- sioners, County Physician or some other agency should see that this County home is run in a manner in which the tax- payers thought. Respectfully submitted, J.W.
