deposit at Greensboro Bank & Trust Co.., after careful consideration of the
County's financial condition, including obligations to be met and probable
revenues to be received, 1 wish to recommend that the Board do not at
present attempt to finally allocate this money to funds, but wait until the

For the purpose of taking care of immediate obligations, 1 would
recommend that advances be ,lade from this bond money to the following funds

The school fund has a 450,000.00 note due in New York, Friday April
5th, 1 have already drawn a voucher on the Greensboro Bank & Trust Co. to
pay this note and the interest, and am holding it for your approval, and my
recommend: -tions are that this sum be paid out of the 080,000.00 proposed to
be advanced to the school funds.
I think it is cf the utmost importance that the numerous inter fund
account be paid off, as these accounts tend to complicate and beAloud the
County's financial condition, and I recommend that 1 be authorized to
transfer the necessary funds to pay them off.

This will leave enough cash in the County ochool funds to4ether with tax
monies which can be transferred to this fund, to meet the 440,000.00 in notes
due 4/6 and providefor the payment of bills to becowe immediately due, I
think. The needs of the Road and uchool District Funds can also be met from
tax monies I think. However, tax collections now seem to be coming in very
slowly, and it cannot be considered as•an absolute certainty that enough
taxes will be collected to take cLre of all obligations that will come up
before the next regular meeting of your board.
The General County Fund note due in -'ew York "pril 28th, I think shculd be
paid, as it may be necessary for the county to pay nine or ten per cent interesl
to get it renewed. Call money was at twenty per cent in New York last week.
It seems almost certain that the county will have to oarry some notes
into next year because of tax sales, and the bank of Lillington has informed
me that they will renew the note due to them on April 8th for 420,000.00 and
I Would recommend that the board order this done.
If this 420,000.00 note is renewed it is probable that we can pay the
New York note for 430,000.00 by using the balance of the bond proceeds at
Greensboro Bank & Trust Co., and if sufficient tax monies do not come in
by April 28th, the date this note is due, we can meet it by borrowing from
the Township Road Funds.
I . +ou1d recommend, therefore, that the note for $30,000.00 coming due in
New York April 28th be ordered paid.
The note for 420,000.00 due at Bank of Lillington April 8th lie ordered
renewed.
That 1 be authorized to use the balance of the bond proceeds at Greensboro
for the payment of the 030,000.00 note.
That I be authorized to * ransfer from the Township Road Fund account any
additional sum which may be needed to pay the $30,000.00 note in Saw York,

and that the fund receiving this loan from the Township Road Funds be charge
with interest at 4% until the loan is repaid, the intetet tolie credited to
the township road funds in proportion to their balances on hand.

RESOLUTION.
Whereas, it was the expressed intent of the Act creating the present
Highway system to connect the principal county -seat towns with each other
by good roads; and
Whereas, 1,illington, the county seat of Harnett Jofinty, and Smithfield,
the county seat of Johnston County, have not been so connected, and that the
only connecting link of good road between these centers is a very circuitous
route approximately forty -four miles in length; and,
Whereas, the te_ritory from Lillington to the Johnston County line, via.
Angier, and from said Johnston County line to Smithfield, is thiohly
populated and is not served by a State Highway; and,
Whereas, Harnett County has recently re- constructed and graded a good
road from Lillington to the Johnston County line via Angier, and Johnston Co.
has recently pe- constructed and graded the Hunter road from the Johnston
County line ne,r Angier to Smithfield:
Now therefore, be it Resolved thet it is the sense of the Board of
Commissioners oi' Harneta County that no further expenditure of funds be made
by the state highway Commission in Harnett County for new construction contra is
or maintainance of roads not already on the Highway Map, until the road from
Lillington, Via Angier, to Smithfield, shall be taken over by said Highway
Commission, and that siad Commission be urged to adopt said road as a part of
the State System as soon as possible, and that a copy of this resolution be

RESOLUTION:
WHEREAS, suffieient taxes have not been collected to pay appropriations
made for the current fiscal year 1928 and to nay intent on bonds and to pay
notes to become due within the next four months, Harnett County, and a temp.
loan is necessary to meet such appropriations and to pay interst on notes and
bonds and to pay notes.
NOW iCHEREFORE, BE IT RESOLVED BY TEE COUNTY COf'ISSI0J ERS CF HARI;ETT
G01JITY; 7ORTH C.:KOLINi, That said county borrower be authorized to borrow on
the faith and credit of said county as prescribed in section 5, Public Laws of
1927 of U'The County Finance Act" the sum of Twenty Thousand (420,000.00) Dollar
for the purpose of raising funds to meet the appropriations made for ordinary
expenses of said county and to pay interest on notes and bonds and pay notes of
said county, and the Ohairman of this board he and is hereby autorized to execute
note or notes in the aforesaid sum, dated April 8, 1929, payable to bearer and
signed by the said Chairman and attested by the Clerk to the Board, payable on
July 8, 1929 and bearing interest at the rate of six per cent per annum. That
said note.or notes be negotiated and delivered b;r the s.aid,Chairman for the
purposes aforesaid. •
