The Board of Commissioners of Harnett County met in Call Session on Tuesday, May 22nd, 1928, in their regular meeting place, in the Courthouse Lillington, North Carolina. The following were present: James A. Buchanan, Chairman; B.P. Ingram, J.A. Hockaday, Z.Y. Snipes, L.R. Byrd, and I.R. Williams, County Attorney, The following proceedings were had; At the hour of 10 o'clock A.M.; the Chairman announced to all persons present that the Board would hear any and all citizens who might desire to protest against the issuance of the bonds authorized by the order entitled "An Order Authorizing the Issuance of $51,000.00 School Funding Bonds of Harnett County, North Carolina for funding necessary expenses'`, introduced at a meeting of this Board held on the 7th day of May, 1928. No one asked to be heard. The Board, upon motion of Er. Hockaday, then adopted said order without change or amendment by unanimous vote. Upon motion of Mr. Hockaday the following resolution was unanimously adopted: "Resolved that the Clerk of this Board be, and she is hereby directed to publish once in each of two suCeessive weeks, in the Harnett County News, a newspaper published in Lillingjon, Harnett County, North Carolina, a copy of the order authorizing the issuance of $51,000.00 School Funding Bonds adopted on the 22nd day of May, 1928, with a notice thereto appended in substantially the following form: 'The foregoing Order was finally passed on the 22nd day of May, 1928, and was first published on the 3lst day of May, 1928. Any action or proceedings questioning the validity of said order must be commenced within thirty days after its first publication. Mamie Sexton Byrd, Clerk,' ", Upon motion of Mr. Byrd the following resolution was unanimously adopted: "Resolved, that it be and is hereby determined that the indebtedness in the amount of $51,000.00 described in the order entitled "An Order Authorizi the Issuance of $51,000.00 School Funding Bonds of Harnett County, North Carolina, For Necessary Expenses", adopted on the 22nd day of May, 1928, by the Board of Commissioners of Harnett County, the funding of which is authori ed by said order, is payable within one year subsequent to the adoption of said order. Be it further resolved, that pursuant to said order adopted by the said Board on the 22nd day of May, 11928, there shall be Issued bonds of Harnett County, to be designated 'Sohoq'l Funding Bonds of Harnett County', of the aggregate face amount of $51,000.00. Be it further resolved, that the said bonds shall be serial in number, numbered from 1 to 51, inclusive, of the denomination of $1,000.00 each, shall be dated June 15, 1928, Shall bear interest from their date at the rate of 4 3/4 per cent per annum, payable semi - annually, on December 15th and June 15th, in each year, and shall mature serially as follows: $2,000.00 on June 15, 1929, to June 15th, 1933, inclusive ;', ,000.00 on June i5, 1934, to June 15th, 1936, inclusive; 4,000.00 on June 15, 1937, Ito dune 15th, 1939, inclusive; 5,000.00 on June 15, 1940* to June 15th, 1943, inclusive. 1 Be it further resolved, that both principal and interest of said bonds 261 payable in gold coin of the United States of America of the standard weight and fineness existing on May 1st, 1928, or its equivalent in lawful money, at the Chase National Bank, in the City of New York, and that said bonds shall be coupon bonds, registered as to both principal and interest, and shall be signed by the Chairman and Clerk of the Board of Commissioners of said county, and shall have affixed thereto the seal of said County, and the coupons to be attached to said bonds shall be authenticated by the facsimile signature .of said Clerk, and said bonds and ooupons shall be in substantially the follow- ing form: UNITED STATES OF AMARICA, STATE OF NORTH CAROLINA, COUNTY OF HARNETT, SCHOOL FUNDING BOND. No. $1,000.00 The County of Harnett, in the State of North Carolina, hereby aoknowledgea itself indebted to, and for value received promises to pay to the bearer, or if this bond be registered, to the registered holder thereof, the sum of ONE THOUSAND DOLLARS on the 15th day of June, 1929, with interest thereon from the date hereof at the rate of 4 Zipper cent per annum, payable semi - annually, on the 15th day of December and the 15th day of June in each year, upon presenta- tion and surrender of the annexed interest coupons therefor as they severally become due, or if this bond is registered, to' the person in whose name it is registered. Both principal and interest of this bond are payable in gold coin of the United States of America of the present standard of weight and fineness, or its equivalent in brutal money, at the Chase National Bank in the City of New York, N.Y. At the request of the holder, upon presentation of this bond with all unmatured coupons thereto to the County Auditor, said coupons will be detached and cancelled and this bond registered in the name of the holler on the books of said County. After such registration, noted hereon by the County Auditor, no transfer of this bond shall be valid unless made on said books by the registered owner in person or by attorney and noted hereon by the said County Auditor. This bond is one of an issue of fifty -one bonds of like tenor and effect, except as to maturity, numbered from 1 to 51, inclusive, aggregating $51,000.00, and issued pursuant to the County Finance Act of North Carolina and a reso- lution adopted by the Board of Commissioners for the County of Harnett. It is hereby certified and recited that all sots, conditions and things re- quired by the Constitution or Statutes of the State of North Carolina to exist, be performed or happen precedent to or in the issuance of this bond, exist, have been performed and have happened and that the issue of bonds, otwhioh this is one, together with all other indebtedness of Harnett County is within every debt and other limit plesoribed by the oonstitution or statutes of North Caro- line. The full faith and credit of said County are hereby pledged for the punctual payment of the principal and interest of this bond a000rding to its terms. In witness whereof, the County of Harnett has caused this bond to be signed by the Chairman and Clerk of the Board of Commissioners of Harnett County, and the seal of said county to be hereto affixed, and the annexed coupons to bear the facsimile signature of said Clerk, and this bond to be dated June 15th,19284 James A. Date of Registration Be it further resolved, that the said bonds shall be sold at public sale upon sealed proposals, at 1B o'clock, A.M, on the day of Jut , 1928, and the Clerk of this Board is 'hereby authorized and directed to ease a notie of the sale of said bonds to be published at least ten days before the date fi for said sale in a newspaper published in Harnett County, the Ashville Times, a newspaper published in Ashville, North Carolina, and in the New York World, a newspaper published in New York City, which it is hereby determined are, respectively, a financial or trade journal published within the State of North Carolina, which published from time to time notices of the sale of public securities, and a financial paper published in New York City. NOW, THEREFORE, the Board of County Commissioners of Harnett County do request that His Honor, Romulus A. Nunn, do adjourn said court sine day. Passed unanimously May 22, 1928.
