Commissioners met in regular session on Monday April 2, 1928. All members
present as follows: Jas. A. n1zchanan, Chairman; B.P. Ingram, J.A. Hockaday,
. Snipes and L.R. Byrd, with I.R. Williams, county attorney.
Minutes of last meeting read and approved.
RESOLUTION
WHEREAS, in the opinion of the Board of County Commissioners of
Harnett County, North Carolina, At is necessary to borrow the sum of
Fifteen Thousand Dollars, for the purpose of paying the appropriations
made for the current fiscal year in anticipation of the collection of taxes
and other revenues of such fiSoai year;
Be It Therefore Resolved; by the County Board of Commissioners of
Harnett County, that the County of Harnett borrow, and be authorized to
borrow on the full faith and credit of said county as provided in Chapter
81, Sections 4 and 7`, Laws of 1927, the sum of Piftaen.::Thousehd Do1I;ars,, c .
(4J15,000.00),'for the purpose of raising funds to meet the said appropriatioi
made for the current fiscal year in anticipation of the collection of taxes
and other revenues of said fiscal year, and the Chairman of the Board be
authorized to execute a note dated April 9, 1928, payable. - -to Bearer, sighed
by'the Chairman of said Board of Commissioners, attested bynthe said Clerk,
payable on the 9th day of July, 1928, bearing interest from maturity at such
rate not exceeding six per cent as the chairman may receive after'advertisa
said note according to law at public auction, and that - >;the said note be
delivered and negotiated by th.e Chairman of the BoaTE of County Commissioners

It is ordered that the valaatlon of the real estate of W.R. Bryant be reduced
to the extent of $600.00 on account of fire.
It is ordered that the valuation of the land of T.Y. McAuley be reduced to
the extent of $660.00 on account of error in listing waste land.
It is ordered that 30 acres of land of J.P. Byrd which is listed at $50.00
per acre be reduoet to $10.00 per sore, which land should be listed as waste
land.
It is ordered that N.T. McNeill be relieved of $2.00 dog tax, on aeoount of
error in listing.
It is ordered that certain property belonging to Elvira Massengill locate&
in bleak BN° in the torn of Dunn, be released free the lien of taxes for
the years -1926 and 1927 upon the payment to the Tax iolleetor of 4192.67.

It is ordered that the Aatitor release the 160 sore tract of land of Mrs. Rena
Barnes upon the payment of the sun of $163.46 for 1927, by the Bank of Harnett.
(See Resolution and Order oopied herein).
It is ordered that an invitation be extended Eduard A. Terry, Assistant of the
Researeh Dept. of University of North Carolina, to male survey of the records
of Harnett County.
It is ordered that reeeipts for taxes en 113 acres of land known as Gregory
land listed in name of C.W. Thornton for the year 1923, 1924 and 1926, be
marksd satisfied and delivered to W.J. Godwin who listed said lands in his
name and paid same for years above stated, salt lands being in Stswart's Creek
and Anderson Creek townships.

The. petition of Elvira Massengill respectfully showeth:
1. That the amoant of her unpaid taxes for the year 1926 is $168.30, and
the year 1927 is $166.86, making a total of $349.46.
2. That the valuation of the property of the petitioner in bItst °BI°
according to the plan of the town of Dann, N.C. bounded en the North,hulast
Pearsl Street, on the East by South-Minna Avenue, en tha Sean by lut
Pope street and on the west by South Clinton Avenge is 14860.00.
3. That your petitioner desires to have all of her said property legated
within the boundaries above referred to released from the lien of taxes for
the years 1926 ant 1987 upon the payment of the sass of $298.67, based upon
the tax rate according to the value of the property leestet within the said
boundaries.
THEREFORE your petitioner prays t t an order be made releasing said
property upon the payment of the sum of 41192.67, in fall of all taxes for the
years 1926 ant 1927 against the property herein deseribet.

containing 160 acres valued at 48260,00 and One traet containing 120 acres valued
at 46160.00; tfat there was asseased against this property the sam of $249.24
taxes, for 1927;
That the Bank of Harnett, Edwin, N.C. holds a mortgage against the tract
of land containing 160 acres an! desires to pay the amount of taxes due against
said x.60 acre tract of land; theft according to the computation of the taxes by
the County Auditor for 1927 there will be due the sum of 4168.46 against said 160
sere tract of land and the sum of *9i.79 against the 120 acre tract of land..

We, the undersigned °appraisers of Lill ngton township, after reviewing
the house and lot above described, find that we made an error in assessing the
same for taxes.
We valued the property at the time of listing as if the same had been a
new and complete building. On reviewing the same we find that the houee is 23
years old, in a bad state. of rep ir, has no water- works, and is not worth more
than One Thousand (41,000.00) Dollars; and the lot on which the house is sitaated
is not worth Commissioners to reduce 4600.00.

WHEREAS, it has become neeesary for Harnett County to borrow money
to pay the principal or interes on bonds or notes to become due within four
Months, and not otherwise adegu.tely provided for:
' NOW, THEREFORE, Be it Resolved by the Board of County Commissioners of
Harnett County, North Carolina, that said Board be authorized to borrow on the
faith and credit of said County the sum of 456,000.00, for the purpose of
raising funds with which to pay the principal or interest on bonds or notes,
either or both, to become due within four months, as provided under Section-
Five of "The County Finance Act`, and the Chairman of this Board be authorized
to execute a note or notes for the aforesaid mentioned sum, dated April 25,.
1928, payable to Bearer; signed by the Chairman of the Board and attested by
the Clerk of said Board, payable on the 25th day of July, 1928,, and bearing
interest at the rate of per cent per annum„ and that such note or notes
be negotiated and delivered by the Chairman for the ptrposes aforesaid.
